The Dubuque City Council met in special session at 4:00 p.m. on August 23, 2021, in
the Grand River Center, 500 Bell Street, Room 4.
Present: Mayor Buol; Council Members Cavanagh, Farber, Jones, Resnick, Roussell,
Sprank; City Manager Van Milligen, City Attorney Brumwell.
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting the annual goal setting session 1 of 3.
WORK SESSION
Fiscal Year 2023 Goal Setting Session 1 of 3
Facilitator Lyle Sumek, of Lyle Sumek Associates, Inc., opened the work session with
an overview of the goal setting process. Mr. Sumek reviewed the following sections from
the Leaders Guide 2021 working document for input from the City Council:
Section 3: Performance Report 2020-2021
Section 5: Looking to Dubuque's Future
The City Council paused for dinner from 6:00 to 6:34 p.m.
Mr. Sumek then reviewed Section 6: City of Dubuque Plan 2021-2027 with the City
Council. The City Council discussed changes and additions.
There being no further business, Mayor Buol declared the meeting adjourned at 8:46
p.m.
