SPECIAL SESSION

The Dubuque City Council met in special session at 4:15 p.m. on August 24, 2021, in
the Grand River Center, 500 Bell Street. Due to inclement weather, the City Council and
members of the public convened in a temporary shelter location of the Grand River Center
for the beginning of the session.
Present: Mayor Buol; Council Members Cavanagh, Farber, Jones, Resnick, Roussell,
Sprank; City Manager Van Milligen, City Attorney Brumwell.
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting the annual goal setting session 2 of 3.

Facilitator Lyle Sumek, of Lyle Sumek Associates, Inc., reviewed the following section
from the Leaders Guide 2021 working document:
Section 6: City of Dubuque Plan 2021-2027. The City Council discussed changes and
additions to the section.
All attendees reconvened in Room 4 at 5:00 p.m. once confirmed that all inclement
weather warnings had expired.

There being no further business, Mayor Buol declared the meeting adjourned at 8:10
p.m.
