The Dubuque City Council met in special session at 4:00 p.m. on August 25, 2021, in
the Grand River Center, 500 Bell Street, Room 4.
Present: Mayor Buol; Council Members Cavanagh, Farber, Jones, Resnick, Roussell,
Sprank, City Attorney Brumwell. City Manager Van Milligen arrived at 4:03 p.m.
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting the annual goal setting session 3 of 3.

Facilitator Lyle Sumek, of Lyle Sumek Associates, Inc., provided updated documents
for Section 2: Strategic Planning Documents 2020-2025-2036 and Action Agenda 2020-
2021, and Section 6: City of Dubuque Plan 2021-2027 of the Leaders Guide 2021 working
document. Mr. Sumek also provided Section 7: Action Agenda 2021-2023.
The City Council reviewed and ranked their top and high priorities for Fiscal Year 2023.
The City Council paused for dinner from 6:05 p.m. to 6:44 p.m.
City Council continued reviewing and ranking their top and high priorities, resulting in
the following ranking:

• Robust Local Economy: Diverse Businesses and Jobs with Economic Prosperity

Policy Agenda
Policy agenda items are issues that need direction or a policy decision by the City
Council, or need a major funding decision by the City Council, or issues that need City
Council leadership in the community or with other governmental bodies. The policy
agenda is divided into top priorities and high priorities.

There being no further business, Mayor Buol declared the meeting adjourned at 7:10
