Brief overview: The Dubuque Regional Airport Master Plan has been prepared to evaluate airport needs and guide facility development over the next 20 years. The plan followed an FAA - prescribed process that included: collection of existing data, aviation demand forecasts, facility needs, alternatives to meet facility needs, and finally, a recommended development concept and capital plan, with public involvement opportunities throughout the process. Full copy of Masterplan Update can be found at: https://dubugue.airportstudV.com/master-plan-documents/ Regards, Todd Dalsing DUBUQUE REGIONAL AIRPORT AIRPORT MASTER PLAN DUBU UE � Q �- REGIONAL AIRPORT Airport Master Plan BACKGROUND DUBUQUE REGIONAL AIRPORT A''Tpart Master Plan Technical Advisory Committee (TAC) The TAC is comprised of 25 community and airport stakeholders, as well as representatives from Iowa DOT and FAA. The responsibilities of the committee are to provide guidance to staff and consultants through the process of updating the Airport Master Plan. At the conclusion of the process, the Airport Commission shall make a final recommendation to the City Council for adoption of the plan. • A comprehensive, long-range study of the airport and all air and landside components that describes plans to meet FAA safety standards and future aviation demand. • Recommended by the FAA to be conducted every 7- 10 years to ensure plans are up-to-date and reflect current conditions and FAA regulations. • Funded by the FAA through the Airport Improvement Program (AIP), which provides up to 90% of eligible project costs. • A local document that will be presented for approval from the City of Dubuque. The FAA approves two elements: the aviation demand forecasts and the Airport Layout Plan (ALP) drawing set. • An opportunity for airport stakeholders and the general public to engage with airport staff and community leaders on issues related to the airport. Three public information workshops were conducted throughout the process to facilitate public outreach. A guarantee that the airport will proceed with any planned projects. Master Plans are guides that help airport staff plan for future airport development; however, the need/demand for certain projects may not ever materialize. A guarantee that the City of Dubuque, Iowa DOT, or the FAA will fund any planned projects. Project funding is considered on a project -by -project basis requiring appropriate need and demand. Certain projects may require the completion of a benefit - cost analysis. Environmental clearance for any planned projects. The Master Plan includes an environmental overview that identifies potential environmental sensitivities per the National Environmental Policy Act of 1969 (NEPA); however, some planned projects will require a separate NEPA study (EIS, EA, or CatEx) prior to construction.
