The City of Dubuque AmeriCorps Program will apply for this grant in partnership with
the Multicultural Family Center, Project Rooted and United Way to address the need for
food security in the Dubuque Community. This partnership will engage community
members across several demographics to give back and help community members in
need. This grant will wrap community volunteer resources and food education around
the Multicultural Family Center's current Monthly Food Pantry in an effort to increase
education and access to local and nutritious foods.

INTRODUCTION
The purpose of this memorandum is to request approval to apply for 21-22 MLK Day of
Service Grant.
DISCUSSION
The Arc is proud to partner again with AmeriCorps to help plan and execute volunteer
projects that unite Americans in service for the MLK Day of Service and throughout the
year. AmeriCorps is the federal agency that leads the Martin Luther King, Jr. Day of
Service.
The Arc will work with selected applicants to accomplish the following goals:
• Partner with a local service club or organization to recruit volunteers with and
without disabilities from diverse racial and ethnic backgrounds
• Engage volunteers to serve a specified number of service hours
• Secure commitments from volunteers and partners to engage in future service
activities
• Work with hunger -focused groups or organizations (e.g. community food banks,
food pantries, soup kitchens) to deliver emergency food aid to people in need
• Host a kick-off event to provide food aid on the MLK Day of Service (January 17,
2022) to your community
• Continue to provide food aid to those in need through the end of the grant period
(September 30, 2022)

GRANT OBJECTIVE
The City of Dubuque AmeriCorps Program will apply for this grant in partnership with
the Multicultural Family Center, Project Rooted and United Way to address the need for
food security in the Dubuque Community. This partnership will engage community

More about the MILK Day of Service
Dr. Martin Luther King Jr. once said, "Life's most persistent and urgent question is: 'What are you doing for
others?"' Each year, Americans answer that question by joining together in service.
What is the Martin Luther King, Jr. Day of Service (MLK Day)?
After a long struggle, legislation was signed in 1983 that created a federal holiday honoring the birthday of
Rev. Dr. Martin Luther King, Jr. In 1994, Congress designated the Martin Luther King Jr. Federal Holiday as a
national day of service and charged AmeriCorps with leading the effort to engage Americans in community
service to mark this day. Observed annually on the third Monday in January, the MLK Day of Service is the
only federal holiday designated as a national day of service - a "day on, not a day off." It calls for Americans
from all walks of life to work together to provide solutions to our most pressing national problems. Further,
the MLK Day of Service empowers individuals, strengthens communities, bridges barriers, creates solutions
to social problems, and moves us closer to Dr. King's vision of a "Beloved Community."
Dr. King believed in a nation of freedom and justice for all and encouraged all citizens to live up to the
purpose and potential of America by applying the principles of nonviolence to make this country a better
place to live —creating the Beloved Community. The MLK Day of Service is a way to transform Rev. Dr. Martin
Luther King, Jr.'s life and teachings into community action that helps solve social problems. That service
may meet a tangible need, or it may meet a need of the spirit, or both. On this day, Americans of every
age, ability, and background celebrate Dr. King through service projects that strengthen communities,
empower individuals, bridge barriers, and create solutions.
However, the MLK Day or service isn't just for one day, this message of community service should be
implemented and focused on year-round to help give back to those in need.
Why address food insecurity?
Even before the pandemic, food insecurity impacted every community across the county. With the
introduction of COVID-19, those numbers soared. Now, it is estimated that more than 42 million individuals
may not have enough to eat. This includes 15 million children and 7.3 million seniors. The rates of food
insecurity are also much higher for African American, Latino, and Native American families. Providing food
assistance gives communities a way to combat food insecurity while improving access to healthy foods. For

Why The Arc?
Just like Americans without disabilities, people with intellectual and developmental disabilities (I/DD) are
eager to give back to their communities and should be supported to fully participate in service. As the
largest and oldest advocacy organization for people with I/DD and their families, The Arc is committed to
supporting people with I/DD as they share their skills and talents in service to their community.
The Arc is proud to be a part of the MLK Day of Service and to support community organizations to develop
projects that engage volunteers with and without disabilities to work hand -in -hand to serve people in need.
In 2022, AmeriCorps will invest $204,587 (30% of the project cost) to support The Arc's project. This
investment will be matched with $477,400 in in -kind support from organizations and The Arc and subgrantee
organizations. This in -kind support will be financed by approximately $42,883 in public money (10%) and
$434,517 (90%) in private resources.

Need for Emergency Food Assistance
1. List the state and cities/counties within that will be served during this project.
The City of Dubuque AmeriCorps projects impact Dubuque, IA located in Dubuque County and the
surrounding tri-state area (Iowa, Illinois, Et Wisconsin). As Dubuque is near a state line, and is the
closest metro area, this project has the potential to impact people in East Dubuque, Illinois in Jo Daviess
County, as well as people in Grant County, Wisconsin.

2. Describe the need in your service area relating to emergency food assistance. If the need in your area
stems from a natural or other disaster, demonstrate evidence of the need for food aid. (You can view
the Robert Wood Johnson Foundation's County Health Rankings to see your areas Food Environment
Index Score, which is the percent of population lacking access to healthy food). (limit 300 words).

Dubuque Community data shows areas of inequity and great need relating to food security. The
Robert Wood Johnson Foundation's County Health rankings, rank Dubuque County in the lower middle
range of counties in Iowa (lower 25%-50%) for Food Environments. Dubuque County's % Limited Access to
Healthy Foods was 5% and Food Insecurity at 9%, with the County Value at 8.6. What the Robert Wood
Johnson data does not show is the racial inequity that impacts Food Security. As much of Dubuque
County identifies as white, the City of Dubuque has higher populations of non -white families. In 2019,
Dubuque's Median Household income for a white family was approximately $57,000, while a black
family's was $12,000. Additionally, when looking at Census Tracts 1, 5 and 7.01 in Dubuque, 2017 data
shows the average percentile of BPL is 35.5%.
The most recent Map the Meal Gap from Feeding America data from 2019 shows Dubuque County
with a child food insecurity rate of 12.2% and an estimated 47% of the food insecure are likely ineligible
for federal nutrition programs (incomes above 185% of poverty). In 2016, 23.95% of Dubuque County
resident live in census designated food deserts. When looking at the Child Policy Research Center's fact
sheet on Dubuque County, there are only 1.2 grocery stores per 10,000 people, compared to the 6.5
grocery stores per 10,000 in multiple other counties in Iowa. Only 33% of the 17 zip codes in Dubuque
County have access to a healthy food outlet. Research has shown that citizens living in food deserts have
a higher obesity rate than in non-food desert areas because the only food options available are small
convenience stores and fast-food restaurants. Additionally, nearly half of food deserts are in low-
income, impoverished areas, making it even harder to eat healthy.
3. Describe what you will do for your MLK Day of Service event to provide food assistance to your
community? (limit 200 words).
MLK Day of Service will be a day on, not a day off! This event will take place at the Multicultural
Family Center- The hub for diverse and equitable programming in the Dubuque community. At this event,
we propose to have educational activities for community youth that incorporate Dr. King's messages of
equality and non -violence by serving others. Additionally, Project Rooted will focus on helping the
community members get access and education to healthy food options. We will invite hunger -focused non-
profit organizations and community -garden projects to share resources and educational activities. We will
invite local food providers, such as farmers and growers to volunteer their time to show community
members how they could grow their own local foods. The event will be free to all, with the option to donate
food as an `entrance fee', which will then be available for community members in need to "shop" at the
end of the event. Partnering with the Multicultural Family Center, Project Rooted and United Way will
increase the audience we can reach the event. United Way will advertise the event through their social
media, community partnership and the Volunteer Dubuque platforms.
4. Dr. Martin Luther King, Jr. envisioned the Day of Service as a kick-off event to a year of service. As such,
this project requires organizations to plan for and encourage volunteers to remain engaged in service
throughout the grant year and facilitate connections to future service opportunities. Below, briefly
describe the activities you plan to implement after the Day of Service to continue to engage volunteers
on this project and provide food aid to your community throughout the grant year. (limit 300 words).
The goal of our project with this grant will be to provide healthy food options as well as education
and cooking supplies for families focusing on when other organizations are not providing meals outside of
school. Partnering with Dubuque's Multicultural Family Center (MFC), we can provide a venue and food
pantry platform to reach families, as well as valuable connections with diverse community members for

future opportunities. We propose that the MFC monthly food pantries will feed approximately 75 families
per month through family food boxes.
A concern that exists with food security is people not being able to cook what they receive, because
of lack of knowledge or lack of appropriate supplies. With the help of the MFC staff and their existing set up
for donations we will seek monetary donations from the community to purchase new cooking supplies (pots,
pans, utensils) for community members who lack the necessary items to prepare healthy meals. The MFC
venue has a commercial kitchen which will be used to provide educational cooking sessions to families.
Project Rooted will partner with the AmeriCorps Program and the MFC to provide nutritional information
and cooking activities during food pantry days if/when the pandemic allows. If the pandemic does not allow,
materials will be sent home and there is potential for recording and digitally distributing information. Our
partnership with United Way will tap into community volunteers across the spectrum of need- from
individuals supporting the monthly food pantry efforts, to food donations, to professionals in nutrition and
cooking to continue our educational aspect of the project. United Way will be advertising the event and on-
going pantry dates through their social media, volunteering and community partnership platforms
potentially reaching 4,400+ individuals as well as 120+ organizations that are already registered through the
Volunteer Dubuque Get Connected website.
Organizational Experience
5. Describe your organization's experience with and capacity to develop volunteer programs that include all
individuals regardless of ability level or background, race, ethnicity, etc. in valued roles (limit 200 words).
The City of Dubuque has sponsored an AmeriCorps Program since 2007. The AmeriCorps Director,
Heather Satterly, a 3-term AmeriCorps alum, has been the Director since 2017, in addition to working in
AmeriCorps Grant Management for 3 previous years. Sarah Berna, an AmeriCorps Alum, is the current
AmeriCorps Coordinator for the program, providing compliance monitoring and technical assistance to
Members. Sarah previously worked as a coordinator for the program's planning grant. The AmeriCorps
Program recruit over 70 AmeriCorps Members in a year, and 300 volunteers on an annual basis. According to
the City's Human Resources Department, the AmeriCorps Program has had the most diverse applicant and
hiring pool across the city departments. Additionally, the AmeriCorps Program was awarded a Volunteer
Generation Fund grant in 2021, focusing on developing equitable volunteer opportunities. The City of
Dubuque is working with community organizations to create equitable policies around Diversity, Equity and
Inclusion leveraging diverse populations in volunteerism.
All AmeriCorps Program and Multicultural Family Center Staff have already undergone NSCHC
Background Checks. Project Rooted and United Way Staff are not City of Dubuque staff and would be
considered contractors for the purpose of this grant and are not required to undergo the NSCHC.
6. Identify a non -disability volunteer service organization or group you will work with to recruit and manage
volunteers. Discuss how they will seek to engage and support all volunteers on the program. Attach a letter
of support from this organization (limit 200 words).
United Way of Dubuque Area Tri-States is committed to the ideals of diversity and inclusion. They
support health and human service programs that address identified community needs and encourage
collaboration. These initiatives align with three pillars of health, education, and financial stability -- the
building blocks of a good quality of life. Volunteering is at the heart of United Way's mission. Mobilizing
volunteers is a core service of United Way through the United Way Volunteer Center. United Way has a
long-standing relationship in the Dubuque Community and will be partnering to help recruit and manage

volunteers with the AmeriCorps program for a Volunteer Dubuque initiative. This initiative is focused on
strengthening the volunteer infrastructure in Dubuque through AmeriCorps Volunteer Generation Funding.
Volunteer Dubuque resources will help create communities of diversity, including women, black, indigenous,
and people of color, people with disabilities, and low-income populations. Using a newly rebranded
volunteer management software, Get Connected, the partnership is supporting over 120 organizations and
reaching over 4,400 individuals in developing diversity, equity and inclusion policies for recruitment as well
as volunteer training. This partnership will bring the two organizations' connections as well as their
resources together to support volunteers in this project.
7. Identify a hunger -focused organization(s) or group(s) that you will work with to distribute food assistance.
Indicate how they've been successful at distributing food assistance. Attach a letter of support from this
organization (limit 200 words).
Project Rooted is a community -focused organization that strives to co -create a future where
everyone has access to fresh, locally grown produce. They work to connect Dubuque's children, schools, and
families with local farmers, gardens, and nutritious food. A need quickly surfaced when schools shut down,
leaving the community to feed children who normally received 2 meals a day at school. The Rooted Grab
and Go Meals were designed and distributed beginning in early 2020 daily. The bagged lunch was full of
fresh, local ingredients sourced from farmers, growers, and was distributed free of charge to community
youth. The wholesome food was accompanied by a positive affirmation along with fun activities and
entertaining education. These meals were prepared and then distributed by community volunteers. At the
height of the Pandemic, Project Rooted was preparing and distributing nearly 1000 meals per day during the
months of March 2020 - May 2020. In total, 35,000 meals were distributed. Close connections with the
Marshallese population identified specialized meals needed and approximately 105 meals were delivered
daily. Project Rooted has set roots in our community as a non-profit blossoming into a unique, hands-on
approach to teaching about healthy and nutritious local foods.

9. This project requires organizations to hold a mandatory 1-hour kick-off meeting for volunteers prior to
their work on the MILK Day of Service. This meeting should provide an overview of volunteer activities as
well as the life and message of Dr. Martin Luther King, Jr. and should incorporate resources and materials
developed by AmeriCorps. Below, briefly outline your anticipated agenda for this meeting and which
resources you plan to use to train your volunteers. Please specify any accommodations you plan to offer
(limit 300 words).
Volunteer Registration Et Accommodations: The MFC building is compliant with the ADA and
volunteer registration at the beginning of the meeting will allow volunteers to express any accommodations
or needs they may have. Examples include: sitting/standing up tasks, socially distanced activities, allergic
contact, etc. The City of Dubuque also has access to language line services for individuals with limited
English.
Meeting Content: The AmeriCorps Coordinator will provide volunteer training on duties, assignments
and scheduling, as well as the COVID-19 guidelines. The Multicultural Family Center will introduce the
mobile/on-site food pantry format and Kitchen Safety for all food demonstrations. Project Rooted will give
an overview of educational materials related to cooking and food education that will be provided at the
events.
MILK Training: The City of Dubuque's Intercultural Competency Facilitators will provide training on
Diversity, Equity and Inclusion that promotes the message of MLK Day to ensure all participants (volunteers
and food pantry recipients) are treated with dignity and respect.
Wrap -Up: All Volunteers will receive their final volunteer assignments with the schedule for their
assigned duties. Volunteers will be thanked for their service and t-shirts will be distributed.
10. While much of the country is opening back up, public health authorities still urge caution. If COVID
restrictions are still present in your area during the project time, how you would plan to shift project work
and volunteer activities to adhere to social distancing guidelines or pivot to virtual, etc. (limit 300 words).
The City of Dubuque has strict social distancing, masking and sanitation guidelines for all in -person
service, and all volunteers and program locations under this grant will be expected to adhere to the same
guidance. The program proposes to utilize a drive -up food pantry model that will limit interaction between
volunteers and community members. The City of Dubuque also has fleet vehicles that can be used to deliver
meal boxes to community members who may not be able to utilize the curbside pickup. Project Rooted has
significant experience in creating and distributing grab Et go meals for children during the height of the
COVID-19 pandemic- allowing us to fall back on their implementation plans. Volunteers will continue to be
used to distribute food to the community in a socially distanced manner. Volunteers will also be used to put
together and distribute materials to organizations with pick up and drop off locations. Additionally, the City
of Dubuque and United Way have significant reach across social media and online platforms, allowing the
project to share any virtual programming if pivoting to a virtual setting became necessary.

Service grant being submitted by the City of Dubuque, IA.
Project Rooted is a 501 (c)3 organization whose mission is to connect kids and
community to real food. We believe everyone has a right to access fresh, healthy
foods that fuel their bodies and their minds. During Covid-19 school closures,
Project Rooted served over 35,000 made from scratch meals in the community with
the help of over 200 community volunteers, many of which continue to provide
their time and talents on a regular basis to assist in fulfilling our mission.
Through the collaboration with the City of Dubuque and United Way we'll have the
opportunity to further this mission, engage with volunteers and continue to serve
the community in a meaningful way through food. I fully support the efforts of the
City of Dubuque as they seek out funding for this MLK Days of Service grant.
