WHEREAS, the coronavirus pandemic has had a devastating impact on America's arts sector, with
99% of producing and presenting organizations having canceled events and artists being
among the most severely affected segment of the nation's workforce; yet notwithstanding
this fact, the arts have helped collectively lead us throughout the darkest times of the
pandemic —lifting our spirits, unifying communities, and jump-starting the economy; and
WHEREAS, the nation's 120,000 nonprofit arts organizations, the National Endowment for the Arts,
the National Endowment for the Humanities, the nation's 4,500 local arts agencies, and
the arts and humanities councils of the 50 states and the six U.S. jurisdictions traditionally
recognize the month of October as National Arts and Humanities Month; and
WHEREAS, the arts and humanities embody much of the accumulated wisdom, intellect, and
imagination of humankind and therefore serve to enrich life and inspire all Dubuquers to
dream big and share their stories; and
WHEREAS, Dubuque's creative and humanities sector is dedicated to using the power of arts and
humanities to make Dubuque a more connected, just, and inclusive community; and
WHEREAS, Dubuque's nonprofit arts and culture sector significantly contributes to our local economy
generating $47.2 million in total economic activity annually - spending by organizations
and their audiences - supporting the full-time equivalent of 1,530 local jobs, and
generating $5 million in local and state government revenue; and
WHEREAS, the City Council continues to prioritize investment in Dubuque's non-profit arts, cultural,
and humanities organizations and initiatives while championing the ongoing
implementation of the Arts and Culture Master Plan to create a vibrant and equitable
community of choice.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE MONTH

IN THE CITY OF DUBUQUE, IOWA AND CALL UPON OUR CITIZENS TO CELEBRATE AND
PROMOTE THE ARTS, CULTURE, AND HUMANITIES ORGANIZATIONS, BUSINESSES, AND
WORKERS IN DUBUQUE.
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
