Through the competitive quotation process for public improvements, the Third Street
Bridge Approach Repair Project was awarded on June 17, 2010, to Tschiggfrie
Excavating Co. in the amount of $46,659.08.
City Engineer Gus Psihoyos recommends that the award for the Third Street Overpass
Bridge Approach Repair Project be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The Third Street Overpass Bridge Approach Repair Project involves the following: section
repair to the east abutment retaining wall; replacement of 300 feet of concrete sidewalk on
both the east and west sides; and the roadway resurfacing on both the east and west
abutment approaches to remove the pavement settlements that have developed. The City is
working on these improvements in partnership with the Iowa Department of Transportation.
The following is a summary of the bids received:
Tschiggfrie Excavating Co.
Drew Cook & Sons Excavating, Inc.
Tricon General Construction
Based on Iowa Code § 384.103 and § 364.12(3)(c), and through the informal bidding process for
public improvements, this project was awarded on June 17, 2010 to Tschiggfrie Excavating
Co. of Dubuque, Iowa, in the amount of $46,659.08.
In accordance with the informal bidding requirements of Iowa Code, Section 26.14, it is
necessary that the award for the Third Street Overpass Bridge Approach Repair Project be
officially recorded in the minutes of the City Council.
