The purpose of this memorandum is to bring to your attention that the City of Dubuque
has submitted a grant application to the Iowa Office of Energy Independence for
$69,831 to cover 1/3 of the total costs related to the building envelope, lighting, HVAC
systems and energy monitoring equipment in the 18 and Central Building slated for re-
construction in the upcoming year.
BACKGROUND
The State Energy Program (SEP) grant is an ARRA- funded program intended to fund
municipal energy efficiency improvements. This particular SEP grant required a 2:1
match and was intended for a "comprehensive" project — one that addressed windows,
insulation, lighting, hot water, etc. As such the planned retrofit of the old Housing
building for use by Operation: New View and the Crescent Community Health Center,
which was already funded in the FY2010 -11 CIP made it a logical choice.
DISCUSSION
Using modeling completed by EcoSmart Building, recommended building envelope
(windows, insulation, etc), lighting, solar thermal hot water, and HVAC systems were
selected along with a building energy monitoring and sensing system. When combined
these improvements are expected to cost a total of $209,493, but will save $14,430
annually in energy costs in the building.

Prior to the expenditure of Federal funds to dispose of sanitary or hazardous waste, 0E1 is required to provide documentation to
U.S. Department of Energy demonstrating that an adequate disposal plan has been prepared for sanitary or hazardous waste
generated by the proposed activities.
Applicants are therefore required to submit information on the expected waste stream of the proposed project. Sanitary or
hazardous waste includes, but is not limited to, old light bulbs, lead ballasts, piping, roofing material, discarded equipment,
