Brown, WPCP Manager SUBJECT: Catfish Creek Generator DATE: June 29, 2010 INTRODUCTION Dubuque kittill An- AmaicaCity 1111 r 2007 The purpose of this memo is to request the authorization to proceed with the bidding process for a standby generator at the Catfish Creek Pumping Station and to set the date for the public hearing approving the plans and specifications. BACKGROUND The City Council authorized the installation of a standby generator for the Catfish Creek pumping station in the fy11 CIP for the Water Pollution Control Plant (WPCP). Engineering on the project has been completed and the project is ready for bid. The engineers estimate is $120,000. DISCUSSION Standby Generators have been added at two of the three major pumping stations serving the sanitary sewer collection system of the City of Dubuque. The generator at Cedar Street was included in the major rebuild of the station from 2005 -2007 and the Terminal Street Station generator was added during the electrical upgrades in 2008- 2009. This project will complete the installation of standby power at the major pumping stations. The smaller stations are served by two portable generators and the ability to use a diesel powered portable pump. By completing this series of projects the City of Dubuque will greatly reduce the risk of sanitary sewer overflows caused by power outages. SUMMARY The engineering for the generator at the Catfish Creek Pumping Station is complete and it is time to proceed with bidding the project. The engineers estimate is for $120,000 and the project will be funded by CIP# 7102149. ACTION REQUESTED It is requested that the City Council authorize the release of bids for the Catfish Creek Pumping Station Generator to the public and approve the enclosed resolutions setting the date for the public hearing and the opening of bids. cc. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: The proposed plans, specifications, form of contract and estimated cost for the City of Dubuque Catfish Creek Pumping Station Generator Project in the estimated amount of $120,000 are hereby preliminarily approved and ordered filed in the office of the City Clerk for public inspection. A public hearing will be held on the 19 day of July, 2010 at 6:30 p.m. in the Historic Federal Building Council Chambers at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project. The City of Dubuque Catfish Creek Pumping Station Project is hereby ordered to be advertised for bids for construction. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. The City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, by publishing the attached Notice to Bidders to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four but not more than forty -five days before the date for filing bids before 2:00 p.m. on the 6 day of August, 2010. Sealed bids for the work comprising each improvement as stated below must be filed before 2:00 p.m. on August 6, 2010, in the Office of the City Clerk, City Hall First Floor, 50 West 13 Street, Dubuque, Iowa 52001. Time and Placed Sealed Proposals Will Be Opened and Considered. Sealed proposals will be opened and bids tabulated at 2:00 p.m. on August 6, 2010 at City Hall Conference Room B, 50 West 13 Street, Dubuque, Iowa for consideration by the City Council (Council) at its meeting on August 16, 2010. The City of Dubuque, Iowa , reserves the right to reject any and all bids. Bid Security. Each bidder shall accompany it's bid with a bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent of the amount of the contract. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption certificate will be available for all material purchased for incorporation in the project. General Nature of Public Improvement. CATFISH LIFT STATION STANDBY GENERATOR ADDITION The Work includes the addition of a 250 kW standby diesel generator, automatic transfer switch, and associated electrical feeder modifications.
