Sealed bids were received for the 10 & Central Parking Ramp and Fire Headquarters
Expansion Project. Parking System Supervisor Tim Horsfield recommends award of the
contract to the low bidder, J.P. Cullen & Sons, Inc., in the amount of $7,712,379, which
was 3.47% under the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the 10 &
Central Parking Ramp and Fire Headquarters Expansion Project.
BACKGROUND
The City Council previously approved the site and design firm for the construction of a
477 -space parking ramp and also the addition of three truck bays onto the current Fire
Headquarters.
An application for partial funding was approved by the US Department of Commerce,
Economic Development Administration (EDA). City staff has been in discussions and
negotiations for EDA assistance for nearly 18 months. Over that timeframe, the location
and size of the proposed parking ramp have been modified. The original application
requested $7 million from EDA. Due to changes in how the Denver EDA allocates public
works funding within our region, the EDA could only commit to a $1.5 million grant. The
City of Dubuque also sold general obligation bonds in the amount of $9.2 million to fully
fund the project cost.
The design team for the project consists of Desman Associates, Straka /Johnson
Architects and Buesing & Associates. As the ramp was designed, in order to achieve
the desired number of vehicular spaces, it was determined that the ramp would be
seven stories /levels in height, therefore reaching a height of 82 feet at the top of the
spandrel.
Previously, the City Council had initiated the bidding process for the 10 and Central
Parking Ramp along with the Fire Headquarters expansion.
During the bidding process prior to the City Council awarding the contract, it was
brought to the attention of City staff, that there was perceived ambiguity in a section of
the bid document. Therefore, it was recommended and approved by the City Council on
May 17 2010 that all bids be rejected and that the project be rebid with clarifications
made to the bid documents. Legal staff has since reviewed, altered and approved all
bidding documents.
DISCUSSION
The parking ramp will exceed the height requirement of the C -4 Downtown Commercial
District. The maximum height allowance in a C -4 District is 75 feet. Because the
structure is a public building, it is exempt from the bulk of the regulations of the Unified
Development Code in Article 3 -16 Public Buildings and Uses.
The parking ramp design has been reviewed and approved by the City Council, the
Historic Preservation Commission and the State Historic Preservation Office. Since the
building will be located in an area that is not adjacent to residential property, and
because it will be similar in height to other downtown structures (Dubuque County
Courthouse, American Trust, the Roshek Building, Fischer building, Hotel Julien, etc.),
Planning Services feels that exempting the property from the height requirement will not
be detrimental to the surrounding property.
If this ramp was not a public building, the structure would need to receive a height
variance from the Zoning Board of Adjustment. City Attorney Barry Lindahl has advised
against seeking a variance due to the exemption provided for the parking ramp in UDS
Article 3 -16.
DISCUSSION
The 10 & Central Parking Ramp and Fire Headquarters Expansion Project will include
the following:
10 & Central Parking Ramp (Partially Funded by US Department of Commerce,

The 10 & Central Parking Ramp will be a 7- level, 2 -bay wide cast -in- place, post -
tensioned concrete parking facility partially clad with an architectural precast concrete
facade and containing 477 parking spaces.
The parking facility will be considered an open structure, in conformance with
International Building Code, and clad with a combination of thin brick -faced architectural
precast concrete and solid color precast panels to emulate a buff limestone facade
containing sufficient openings to provide natural ventilation of all parking areas. Two
stair towers will be clad with an aluminum curtain wall on two sides and each tower will
have one elevator. The towers will be constructed on the northeast and southwest
corners of the facility.
Vehicle entrances and exits will be on Iowa Street on the southwest corner and onto
Central Avenue on the east side of the site.
Fire Headquarters Expansion (Totally Funded by General Obligation Bonds)
The Fire Headquarters Expansion will include the construction of a 3 -bay wide fire
station equipment expansion structure on the west side of the existing Fire Department
Headquarters. Site work includes demolition of the existing parking lot and construction
of new site work and landscaping per the plans and specifications.
In addition, with this revised set of plans and specifications, subsequent to engineer's
review, we have eliminated all alternates in these documents. In the last set of plans
and specifications, we opted to have four alternates. Those were: 1. Ice and Snowmelt
System for Sidewalks and Driveways, 2. Painting of Ceilings of the Parking Deck, 3.
Decorative Awning System Around the Ramp and 4. Decorative LED Lighting for the
Awning System.
In this set of revised plans and specifications, we have included in the base bid, two of
the alternates; the decorative awning system and the LED lighting for the awning
system. We feel that as these two items were submitted as part of the design to both
the local and state historic review committees when they approved the project that we
should continue to have these as prime architectural components of the parking ramp.
We have decided to actually bid the snow /ice melting system and the ceiling painting at
a later time in the project depending on the progress and budget status of the project.
The contractor shall be responsible for the protection of the: adjacent fire station
headquarters; existing east/west running utilities just south of the proposed parking
deck and the newly - installed utilities; curb and gutter that will be in place along 9
Street, 10 Street, and Central Avenue including the southeast corner of the Fire
Station Headquarters expansion.

Sealed bids were received on the project on June 29, 2010. J.P. Cullen & Sons, Inc. of
Janesville, WI, submitted the low bid in the amount of $7,712,379 This amount is
3.47% under the estimate of probable cost.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 10 AND CENTRAL
PARKING RAMP AND FIRE HEADQUARTERS EXPANSION PROJECT
Whereas, sealed proposals have been submitted by contractors for the 10 and
Central Parking Ramp and Fire Headquarters Expansion Project (the Project) pursuant
to Resolution No. 180 -10 and Notice to Bidders published in a newspaper published in
the City of Dubuque, Iowa on the 11 day of June, 2010.
Whereas, said sealed proposals were opened and read on the 29 day of June,
2010 and it has been determined that J.P Cullen & Sons, Inc. of Janesville, WI, with a
bid in the amount of $7,712,379.00, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to J.P.
Cullen & Sons, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
