Van Milligen, City Manager SUBJECT: 8th Street Parking Ordinance Amendment DATE: June 29, 2010 Dubuque kilkd AI- AmdicaCity 1 2007 Several years ago when Main Street was once again opened for vehicular traffic, an ordinance was passed prohibiting parking of vehicles on 8th Street from Locust to Iowa Streets. The only exception was that vehicles could be parking in the cut -out areas only long enough for someone to be dropped off and vehicles could not be unoccupied. This was also the case in several areas on Main Street. Grand Opera House Manager Paul Hemmer is requesting that metered parking be installed to provide the opportunity for customers to stop and purchase tickets. Parking would still be prohibited during non -meter hours. Parking System Supervisor Tim Horsfield is recommending approval. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager Tim Horsfield, Parking System Supervisor 8 Street Parking Ordinance Amendment Dubuque A icaam, 11 1111 2007 Introduction This memo is intended to provide information regarding a proposed ordinance amendment effecting parking on 8 Street in front of the Grand Opera House. Background Several years ago when Main Street was once again opened for vehicular traffic, an ordinance was passed prohibiting parking of vehicles on 8 Street from Locust to Iowa Streets. The only exception was that vehicles could be parking in the cut -out areas only long enough for someone to be dropped off and vehicles could not be unoccupied. This was also the case in several areas on Main Street. Discussion Approximately 3 weeks ago, I received a call from Mr. Paul Hemmer, Manager of the Grand Opera House. Paul indicated that he would like some adjustment made so that customers of the Grand Opera House could stop in front of the theatre to pickup tickets for shows. At the current time, the Parking Division does issue tickets for vehicle parked in this area as it is only a passenger drop off area by ordinance. Paul has requested that in addition to the amendment allowing for metered parking in the space directly in front of the Grand Opera House during regular parking enforcement hours, he has also requested that the area be posted as "NO PARKING" during not meter enforcement times. So, this area would be no parking at all from 5:00 P.M. until 8:00 A.M. and no parking at all on Sundays. This request is due to safety concerns in keeping this area open during gatherings of people for events at the Grand. During the conversation with Paul, I informed him that this would have to be taken to you for your approval and subsequently onto the City Council for an ordinance amendment; he requested that I begin that process. I believe that this is an area that would be well served by an amendment to the ordinance. The Parking Division issues several parking tickets in this area and believe that the installation of parking meters would be a benefit for all involved. Action Requested am requesting your approval of the recommended ordinance amendment and your subsequent submission to the City Council for their approval of the changes. cc: David Heiar, Economic Development Director EFFECT OF AMENDMENT 8th Street, West, both sides, from a point one hundred forty six feet (146') west of the west property line of University Avenue to a point two hundred six feet (206') west of the west property line of University Avenue; from Locust Street to the alley west of Iowa Street, provided, however, it shall not be unlawful to stop, but only in the drop off areas provided, for the sole purpose of and for the time necessary to allow passengers to enter or exit a vehicle and during which time the vehicle shall not be unattended; north side, from Wilson Avenue to Roberts Avenue; south side, from Central Avenue to the alley immediately west thereof. 8 Street from alley west of Iowa Street to Iowa Street from 5:00 P.M until 8:00 A.M. Monday through Saturday and 24 hours on Sunday (non- metered times) ORDINANCE NO. 37-10 AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES SECTION 9- 14 -321- 602 (D)- PROHIBITED PARKING ON CITY STREETS OR PORTIONS THEREOF. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Sectionl. Section 9 -14- 321 -602 paragraph D is amended to read as follows: 9 -14- 321.602 (D) 8th Street, West, both sides, from a point one hundred forty six feet (146') west of the west property line of University Avenue to a point two hundred six feet (206') west of the west property line of University Avenue; from Locust Street to the alley west of Iowa Street, provided, however, it shall not be unlawful to stop, but only in the drop off areas provided, for the sole purpose of and for the time necessary to allow passengers to enter or exit a vehicle and during which time the vehicle shall not be unattended; north side, from Wilson Avenue to Roberts Avenue; south side, from Central Avenue to the alley immediately west thereof. 8 Street from alley west of Iowa Street to Iowa Street from 5:00 P.M until 8:00 A.M.
