Sealed bids were received for the Dubuque Regional Airport Jet Center Drive
Resurfacing Project. City Engineer Gus Psihoyos recommends award of the contract to
the low bidder, Eastern Iowa Excavating & Concrete, LLC, in the amount of $79,633.50,
which is 3.23% over the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Dubuque Regional Airport Jet Center Drive Resurfacing Project.
DISCUSSION
The Dubuque Regional Airport Jet Center Drive Resurfacing Project will involve the
asphalt resurfacing and concrete panel replacement of Jet Center Drive.

— Pavement scarification and resurfacing of Jet Center Drive with 3 inches of asphalt
from the main entrance drive to just east of the Bradley Jo Charter entrance drive.
— Replacement of 546 square yards of concrete pavement at the west end of Jet
Center Drive.
The existing road service has deteriorated significantly in areas of the street. A portion
of the street will have 2 inches of asphalt removed and 3 inches of asphalt placed back
to add structural support. The majority of the concrete pavement at the west end of the
drive will be replaced.
This project will be constructed in two phases to allow for traffic to access Bradley Jo
Charter Service, Jackson Concrete Pumping, Inc. and the Army Reserve Center.
BID RESULTS
Sealed bids were received on the project on June 24, 2010. Eastern Iowa Excavating &
Concrete, LLC of Cascade, Iowa, submitted the low bid in the amount of $79,633.50.
This amount is 3.23% over the estimate of probable cost.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DUBUQUE REGIONAL
AIRPORT JET CENTER DRIVE RESURFACING PROJECT
Whereas, sealed proposals have been submitted by contractors for the Dubuque
Regional Airport Jet Center Drive Resurfacing Project (the Project) pursuant to
Resolution No. 177 -10 and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 11 day of June, 2010.
Whereas, said sealed proposals were opened and read on the 24 day of June,
2010 and it has been determined that Eastern Iowa Excavating & Concrete, LLC of
Cascade, Iowa, with a bid in the amount of $79,633.50, is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Eastern
Iowa Excavating & Concrete, LLC and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
