WHEREAS, during the COVID-19 pandemic, afterschool programs have risen to the moment to support
youth, and are critical supports to help youth recover from this challenging time and address
their academic, social, and emotional needs; during the pandemic, programs innovated to
provide remote learning support, virtual programming, care for children of essential workers,
meal support, wellness check -ins, and more; and
WHEREAS, St. Mark Youth Enrichment has provided significant leadership in the area of community
involvement in the education and well-being of our youth, grounded in the principle that
quality afterschool programs are key to children becoming successful adults; and
WHEREAS, Lights On Afterschool, the national celebration of afterschool programs held this year
on October 28t", promotes the importance of quality afterschool programs in the lives of
children, families and communities; and
WHEREAS, more than 28 million children in the U.S. have parents who work outside the home, and 15.1
million children have no place to go after school; and
WHEREAS, many afterschool programs across the country are facing funding shortfalls so severe that
they are being forced to close their doors and turn off their lights; and
WHEREAS, the City of Dubuque is committed to investing in the health and safety of all young people by
providing expanded learning opportunities that will help close the achievement gap and
prepare young people to compete in the global economy.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE 28tn
OF OCTOBER 2021 AS
"Lights On Afterschool Day"
IN THE CITY OF DUBUQUE, IOWA AND HEREBY ENTHUSIASTICALLY ENDORSE LIGHTS ON
AFTERSCHOOL AND COMMIT OUR COMMUNITY TO ENGAGE IN INNOVATIVE AFTERSCHOOL
PROGRAMS AND ACTIVITIES THAT ENSURE THE LIGHTS STAY ON AND THE DOORS STAY OPEN
FOR ALL CHILDREN AFTER SCHOOL.
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
Dubuque to be affixed this 18th day of October 2021.
