Van Milligen, City Manager SUBJECT: Lead & Healthy Home Program Grant Agreement DATE: October 14, 2021 Housing & Community Development Director Alexis Steger recommends City Council authorization of an agreement with the U.S. Department of Housing & Urban Development (HUD) for the use of $4,275,680.92 to administer the Lead and Healthy Homes Program. The City of Dubuque has been administering a Lead and Healthy Homes Program for over 20 years. This program assists residents in making their homes lead safe through remediation of the lead hazards in the home. The City of Dubuque submitted a Lead and Healthy Homes grant application in July 2021, to request $4,275,680.92 to continue this program for an additional 42-months. The Housing & Community Development Department will administer this program, partnering with Visiting Nurses Association to help evaluate the health needs in the home. The City will also team with the HEART Program to complete the construction/lead remediation in some of the units. This program requires a Program Manager that dedicates at least 75% of an FTE to this grant. Due to the two Lead and Healthy Homes grants overlapping for 11-months, an additional temporary FTE will be required to administer this grant; therefore, increasing the number of FTEs in the Housing Department on a temporary basis by 1.0. This agreement is for 42 months and will complete approximately 106 units. I concur with the recommendation and respectfully request Mayor and City Council approval. Mic ael C. Discussion The Housing & Community Development Department (HCDD) will administer this program, partnering with Visiting Nurses Association to help evaluate the health needs in the home.
