City Engineer Gus Psihoyos is requesting City Council concurrence with the public
bidding procedure through the Iowa Department of Transportation and to set November
1, 2021, as the date for a public hearing on the Chavenelle Road Hike-Bike Trail –
Phase 2 Project. The total construction cost estimate is $605,970.10.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related
to the Chavenelle Road Hike-Bike Trail - Phase 2 Project and request concurrence with
the Iowa Department of Transportation (Iowa DOT) to establish the date for the public
hearing.
BACKGROUND
In September 2015, city staff were notified that federal earmark funds from the USDOT
SAFETEA-LU transportation bill were available for a trail project. The City was asked by
East Central Intergovernmental Agency (ECIA) staff if a project could be identified that
would connect to the Mississippi River Trail (MRT). In coordination with ECIA and the
Planning Department, city staff identified Chavenelle Road between the NW Arterial and
Seippel Road as a good candidate for a hike/bike trail. The corridor has ga ps in the
sidewalk and no bicycle facilities are currently available to serve the industrial park.
On September 10th, 2015 DMATS approved the alignment and approved to use the funds
for a grade separated trail. In December of 2015, the Federal Highway Adm inistration
(FHWA) approved the movement of the earmark funds to this project in the amount of
$906,139 for FY 2017. On April 14, 2016 DMATS approved Transportation Alternative
Program funds in the amount of $242,863.00. The total project cost estimate for the
Chavenelle Road Hike/Bike Trail is estimated to be $1,436,262. Below is a table that
shows the planned funding for the total hike/bike trail:

DISCUSSION
The Chavenelle Hike/Bike Trail project will involve the construction of a 10 -foot-wide
concrete trail on the north side of Chavenelle Road from IA 32 (NW Arterial to Seippel
Road). The project is planned to be constructed in two phases and will provide a multi -
modal connection to the NW Arterial Hike/Bike Trail, the Bergfeld Pond Trail and Seippel
Road. Ultimately the trail will provide a connection to the SW Arterial. This trail will connect
users to the Mississippi River Trail.
Phase 1 of the project was completed in May of 2020 and included improvements from
Seippel Road to Radford.
Phase 2 of the project will include construction from Radford Road to the NW Arterial
Hike/Bike Trail. This trail is anticipated to be constructed in the spring of 2022.
The phase 2 project included public outreach to property owners affected by temporary
and permanent easements. City staff met with affected property owners one on one to
accommodate the project and property owner needs.
The project is scheduled to be bid by the Iowa DOT in Ames, IA on October 19, 2021.
IDOT has recommended a late start date of March 25, 2022. The project is scheduled to
be a 30-working day project. It is anticipated that the contractor will wait until the spring
of 2022 to start work.

RECOMMENDATION
I recommend City Council concurrence with the public bidding procedure through the
Iowa DOT and set November 1, 2021, as the date for a public hearing on the Chavenelle
Road Hike-Bike Trail - Phase 2 Project.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
Chavenelle Road Hike -Bike Trail — Phase 2 Project in the estimated amount $605,970.10,
are hereby preliminarily approved and ordered filed in the office of the City Clerk for public
inspection.
A public hearing will be held on the 1st day of November, 2021, at 6:30 p.m. in the
Historic Federal Building Council Chambers, 350 W. 6th Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifica tions, form of contract and
estimated cost for the Chavenelle Road Hike-Bike Trail – Phase 2 Project, Iowa DOT
Project No. EDP-2100(695)—7Y-31 in accordance with the provisions of Chapter 26,
Code of Iowa, at 6:30 p.m., on the 1st day of November, 2021, in the Historic Federal
Building Council Chambers (and/or by virtual means), 350 West 6th Street, Dubuque,
Iowa. Said proposed plans, specifications, form of contract and estimated cost are now
on file in the office of the City Clerk. At said hearing any interested pers on may appear

Construct a grade separated PCC multi-use trail from Radford Road to
