SUBJECT: FY21 Grants Under the Route Planning Restoration Program
DATE: November 9, 2021
Director of Transportation Services Ryan Knuckey recommends City Council approval
to apply for a FY21 Grants under the Route Planning Restoration Program. The Jule is
requesting $500,000 in grant funds to establish a new fixed route service that will
transport passengers from the JFK Circle Transfer to the businesses in Dubuque
Industrial Center West along the entire length of Chavenelle Drive and Seippel Road to
Highway 20. This new bus route will help eliminate a barrier for Dubuque residents
needing transportation to employment opportunities. The grant amounts awarded at
100% with no local match required.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The Transit Division of Transportation Services will be applying for the FY21 Grants under
the Route Planning Restoration Program. The Jule is requesting grant funds to establish
a new fixed route service that will transport passengers from the JFK Circle Transfer to
the businesses in Dubuque Industrial Center West along the entire length of Chavenelle
Drive and Seipple Road to Highway 20. This new bus route will help eliminate a barrier
for Dubuque residents needing transportation to employment opportunities. The Jule is
requesting $500,000 in funds outlined below.
The Federal Transit Administration (FTA) announced the availability of $25,000,000 in
Fiscal Year 2021 American Rescue Plan Act for the Route Planning Restoration Program.
FTA will competitively award grants to undertake transit route planning activities that are
designed to: increase ridership and reduce travel times, while maintaining or expanding
the total level of vehicle revenue miles of service provided in the planning period; or make
service adjustments to increase the quality or frequency of service provided to low-income
riders and disadvantaged neighborhoods or communities. The grant amounts awarded at
100% with no local match required.
The grant application deadline is November 15, 2021. 1 am requesting City Council
approval to move forward with applying for this grant If awarded, the funds would be
accessible on March 15, 2022.
