The Bee Branch Healthy Homes Program has received a bid for construction that
exceeds the threshold for vertical infrastructure and requires City Council approval.
This contract has been reviewed by the legal department and the finance department
for all regulatory and insurance requirements. The contract amount has been deemed
reasonable by the Housing Resiliency Committee approval team, and the Iowa
Economic Development Authority.
Housing & Community Development Director Alexis Steger recommends City Council
approval of the bid from Bel -Aire Home Improvement LLC in the amount of $165,634.80
for construction at 1560 Iowa Street
I concur with the recommendation and respectfully request Mayor and City Council
approval.

DISCUSSION
The Bee Branch Healthy Homes Program has received a bid for construction that exceed
the threshold for vertical infrastructure and requires City Council approval. This contract has
been reviewed by the legal department and the finance department for all regulatory and
insurance requirements. The contract amount has been deemed reasonable by the Housing
Resiliency Committee approval team, and the Iowa Economic Development Authority. The
contract attached is for the following:

RESOLUTION NO. 391-21
RESOLUTION AWARDING BEE BRANCH HEALTHY HOMES PROGRAM
CONTRACT FOR 1560 IOWA STREET CONSTRUCTION PROJECT
Whereas, sealed proposals have been submitted by contractors for the 1560
Iowa Street Construction Project and Notice to Bidders published on the City of
Dubuque, Iowa website and plan room service with statewide circulation on the 8t" day
of October 2021; and
Whereas, said sealed proposals were opened and read on the 22nd day of
October 2021 and it has been determined that Bel -Aire Home Improvement LLC of
Platteville, WI, in the base bid amount of $165,634.80, is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1: That a Bee Branch Healthy Homes Contract for the 1560 Iowa Street
Construction Project, is hereby awarded to Bel -Aire Home Improvement LLC; and,
Section 2. The City Manager is hereby directed to execute a Bee Branch Healthy
Homes Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 15th day of November 2021.
