Revolving Funds, Planning and Design Loan Applications
DATE: November 5, 2021
Director of Finance and Budget Jennifer Larson recommends that a public hearing be
set for December 6, 2021, on the proposition of selling not to exceed $900,000 in Sewer
Revenue Capital Loan Notes (Interim Financing) State Revolving Loan Fund Program.
$400,000 of the proceeds will be used to fund the planning and design of the 42-Inch
Force Main Stabilization Project. The 42-Inch Force Main Stabilization Project includes
stabilizing and protecting the existing force main that runs along the Mississippi River
which carries approximately 80% of the wastewater generated in the city to the
treatment facility. The improvements involve re-establishing the protective envelope
around the force main and stabilizing the river shoreline to combat future erosion.
$500,000 of the proceeds will be used to fund the planning and design of the Granger
Creek Interceptor Sewer Improvements Project. The Granger Creek Interceptor Sewer
Improvements Project includes extending sewer to serve the businesses in Tamarack
Business Park, extending sewer to serve the Twin Ridge Subdivision and eliminating
the existing lagoon system, and upgrading the existing Granger Creek Lift Station to
accommodate the additional flow and better serve the service area.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Dubuque, Iowa - Not to Exceed $1,570,000 Water Revenue Capital Loan
Notes; and Not to Exceed $900,000 Sewer Revenue Capital Loan Notes
(Interim Financings) (State of Iowa Revolving Loan Fund)
Dear Jenny:
We have now prepared and are including with this letter suggested proceedings to be
acted upon by the Council in fixing the date of a meeting on the proposition to issue the above -
mentioned Capital Loan Notes and ordering publication of notices of hearings consistent with the
provisions of Code Sections 384.24A and 384.83.
We understand the City has qualified for three 0% interim planning and design loans
from the State Revolving Fund Program (the "SRF Program") to be applied to the engineering
and planning for certain projects. Following design of your projects, additional hearing(s) will
be necessary to obtain borrowing authority over and above the amounts covered by these
hearings. The hearings called by the enclosed proceedings will permit the City to take advantage
of the 0% interim loan program, which may be rolled into the future long-term SRF loans. The
hearings cover a $1,570,000 planning and design loan for water system improvements; a
$465,000 planning and design loan for the Granger Creek Interceptor Project; and a $400,000
planning and design loan for the 42" Force Main Stabilization Project.
As you may know, the borrowing of loan funds by the City through the SRF program
involves the same procedures applicable to the issuance and sale of municipal bonds generally.
Although the Iowa Finance Authority (the "Authority") has agreed to make the City a loan under
the terms of a Loan and Disbursement Agreement, that loan will be secured and evidenced by
either a Water or Sewer Revenue Capital Loan Note that will be issued to the Authority at the
time the loan is closed.
The Notices must be published at least once in a legal newspaper, printed wholly in the
English language, published at least once weekly, and having general circulation in the City. The

date of publication is to be not less than four clear days nor more than twenty days before the
date of said public meeting. In computing time, the date of publication should be excluded. If
the last day falls on Sunday, the whole of the following Monday should be excluded.
We are attaching an extra copy of each of the notices of hearing in Word format which
can be forwarded directly to the newspaper for publication.
We will prepare and send proceedings for the hearings and for approving these interim
loans prior to the December 61h meeting. Should you have any questions concerning the
enclosed proceedings or the SRF Program, please don't hesitate to contact me.
Very truly yours,
Ahlers & Cooney, P.C.
