MINUTES — SPECIAL MEETING: PRIORITY 1 STRATEGIC PLANNING
DATE: Tuesday, 19 October 2021

LOCATION: Orpheum Room, Five Flags Civic Center, 450 Main St., Dubuque, IA 52001
Commissioners Present: Nicholas HALDER (vice -chair); Ryan DECKER (recorder); Noelle
CHESNEY; Ali LEVASSEUR; Thomas ROBBINS. p
Staff Present: Jenni PETERSEN-BRANT (coordinator); Mike WILLIAMS (intern)
Halder called the meeting to order following staff assurance of Iowa Open Meeting compliance
at 3:32 PM.
Review of Minutes r
Commissioners reviewed 28 September 2021 regular meeting minutes. Approval of minutes
motioned by Decker, seconded by Chesney. Vote: Unanimously affirmed. Motion carries.
Strategic Planning 4
Commissioners discussed and collaborated to wordsmith and identify the Objectives, Action
Steps, and Responsible Parties for Priority 1 of the 2022-25 Arts & Cultural Affairs Strategic
Plan. Priority 1 is currently phrased: Evaluate and adapt Arts & Culture (infrastructure)
staffing and placement with City org chart, Commission structure, and budget to
maximize community impact.
The current Objectives are:
(A) Evaluate and adapt City Arts & Culture staffing and placement with City org chart to
maximize community impact; and
(B) Objective B: Evaluate and adapt Commission structure to maximize community impact;
and
(C)Objective C: Evaluate and adapt Arts & Cultural Affairs budget to maximize community
impact.
Halder volunteered to populate the Commission's working strategic plan with
Opportunities/Challenges, Resources, Deadlines, as well as Considerations/Ideas from the
Commission and individual working documents from individual commissioners.
Adjournment motioned by Levasseur, seconded by Decker at 5:05 PM. Vote: Unanimously
affirmed. Motion carried.
