CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 5:00 p.m.
on October 20, 2021, in the second -floor Council Chambers of
the Historic Federal Building, 350 W. 6th Street.
Present in Council Chambers: Mayor Buol; Council Member
Sprank; City Manager Van Milligen, City Attorney Bramwell.
Present virtually: Council Members Cavanagh, Farber, Jones,
Resnick, Roussell.
Mayor Buol read the call and stated this is a special
session of the City Council called for the purpose of
conducting such business that may properly come before the
City Council.
ITEMS SET FOR PUBLIC HEARING
1. Chavenelle Road Hike Bike Trail Phase 2 Set for Public
Hearing: City Manager requested City Council concurrence with
the public bidding procedure through the Iowa Department of
Transportation and to set November 1, 2021, as the date for a
public hearing on the Chavenelle Road Hike -Bike Trail Phase 2
Project. Motion by Cavanagh to receive and file the documents,
adopt Resolution No. 364-21 Chavenelle Road Hike -Bike Trail
Phase 2 Project: Iowa DOT Project No. EDP-2100(696)7Y-31:
Preliminary approval of plans, specifications, form of
contract, and estimated cost; setting date of public hearing
on plans, specifications, form of contract, and estimated
cost, and set the public hearing as indicated. Seconded by
Sprank. Motion carried 7-0, setting a public hearing for a
meeting to commence at 6:30 p.m. on November 1, 2021, in the
Historic Federal Building.
ACTION ITEMS
1. Iowa Economic Development Authority (IEDA) Contract
18-TC-038 Assignment, Medline Industries, Inc. Corporate
Reorganization: City Manager recommended City Council adopt
the resolution approving the Second Amendment of Iowa Economic
Development Authority (IEDA) Contract 18-TC-038 modifying the
parties to the IEDA contract to facilitate Medlines
reorganization and sale transaction. Motion by Sprank to
receive and file the documents and adopt Resolution No. 365-21
Approving the Second Amendment to the Economic Development
Financial Assistance Contract by and among Medline Industries,
Inc., MRE DIA, LLC, the City of Dubuque, Iowa, and the Iowa
Economic Development Authority. Seconded by Farber. Motion
carried 7-0.
There being no further business, Mayor Buol declared the
meeting adjourned at 5:04 p.m.
