Minutes_Historic Preservation Commission 6 17 10r THE CITY OF DUB D X111 2007 Masterpiece on the Mississippi MINUTES HISTORIC PRESERVATION COMMISSION REGULAR SESSION 5:30 p.m. Thursday, June 17, 2010 City Council Chamber, Historic Federal Building 'I'd Commissioners Present: Vice Chairperson Mary Loney Bichell, Commissioners David Klavitter, Chris Olson, John Whalen, Joseph Rapp, and Chris Wand. Commissioners Excused: Chairperson Michael Knight and Commissioners Peggy Stover and Bob McDonell. Staff Members Present: Laura Carstens and Wally Wernimont. CALL TO ORDER: The meeting was called to order by Vice Chairperson Bichell at 5:34 p.m. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Wand, seconded by Olson, to approve the minutes of the May 20, 2010 meeting as submitted. Motion carried by the following vote: Aye — Klavitter, Olson, Whalen, Wand, and Bichell; Nay — None. NOTE: Commissioner Rapp entered the meeting at 5:35 p.m. DESIGN REVIEW /DEMOLITION PERMIT: Application of Ron Conrad Jr. for a Certificate of Appropriateness to demolish a detached garage located at 1265 Bluff Street in the Jackson Park Historic Preservation District. Ron Conrad, Jr. explained to the Commission that he wants to demolish a garage. Staff Member Carstens presented the staff report. She noted the age of the garage and the house. She explained the condition of the garage, noting that the roof is in very poor condition, has rotting beams, and has vegetation growing through it. She referred to documents included in the Commission's packet, which includes an Iowa Site Inventory Form, Sanborn Fire Insurance Maps, and photos of the garage. Mr. Conrad explained that the garage is in poor condition. He said he is proposing to demolish two sides of the garage and the front of the garage. Commissioner Wand said that he would like to require that the materials from the garage be salvaged, if possible. Minutes — Historic Preservation Commission June 17, 2010 Page 2 Motion by Olson, seconded by Klavitter, to approve the demolition permit based on the garage having a lack of historic integrity and significance, and that the materials be salvaged, if possible. Motion carried by the following vote: Aye — Klavitter, Olson, Whalen, Rapp, Wand and Bichell; Nay — None. ITEMS FROM COMMISSION: Historic Millwork District Streetscape Design Consultation: Staff Member Carstens gave an update on where the City is with the design of the streetscapes and amenities that will be installed in the Historic Millwork District. She asked for a recommendation on the color of pervious pavers that will be installed in the district. She referred to a streetscape plan view that shows areas where the pervious pavers will be installed. She noted that the Planning Services staff liked the Desert Rose solid color paver and Rose Creek Blend paver. Commissioner Olson asked if the pavers are colored all the way through or is the coloring only on the exterior of the paver. Commissioner Wand explained that the color is integrated throughout the paver. He said that when you see the coloring only on the surface of the paver is when they are stained or stamped concrete. Commissioner Olson indicated that she preferred the Harvest Blend paver. Vice Chairperson Bichell asked if they compared the paver color to the Purlington pavers that will be installed. Staff Member Carstens said that she is not sure if this was done. Commissioner Wand felt that the Rose Creek is a good choice in color. He said that he would like to see the pavers in real life rather than in the rendering. Commissioner Wand reviewed the streetscape plan. He felt that they should eliminate the pavers that are in the sidewalk on the east side of 10 Street and the south side of Washington Street as shown in Figure V -3A of the streetscape plan. He said he would like to see a consistent sidewalk pattern throughout the Millwork District. Commissioner Whalen asked about the Green Alley Project. Staff Member Carstens explained that the City has pilot projects located in the Washington Neighborhood on the use of different types of pervious pavement. Commissioner Wand asked about the trees shown on the streetscape plan and whether they have been reviewed by the State Historic Preservation Office. Staff Member Carstens said that the State Historic Preservation Office has reviewed and approved the streetscape plan with the locations of the street trees as shown. The Historic Preservation Commission agreed by consensus to the following: 1. They liked the Rose Creek or Harvest Blend pervious paver. ■ Minutes — Historic Preservation Commission June 17, 2010 Page 3 2. They recommend that the proposed paver be placed next to the Purlington paver to verify a color match. 3. That the color be integral throughout the paver. 4. To remove the pavers from the sidewalks located on the south side of 10 Street and the east side of Washington Street as shown in Figure V -3A streetscape plan view. Mines of Spain Exhibits & Education Program: Staff Member Carstens noted that a CD was included in the Commission's packet that showed the proposed exhibits for the Mines of Spain Exhibit and Education Program. She gave an update on the project. Commissioner Wand discussed the Junkerman Chapel exhibit and how the picture is faint and hard to make out in the background. He wondered if that was the intent. Staff Member Carstens indicated that there will be an interactive exhibit on the Junkerman Chapel. She said that the Commissioners can email her comments if they have not had an opportunity to review the exhibits on the CD. NAPC Conference: Commissioner Wand asked about the travel budget next year. Staff Member Carstens said she did not have the numbers in front of her at this time. Commissioner Wand suggested that the Commission use the money to attend the National Alliance of Preservation Commissions Conference at Grand Rapids, Michigan. NAPC Camp: The Commission discussed that Dubuque is scheduled for an NAPC camp in the fall of 2010. Commissioners asked for more information on the program. ITEMS FROM STAFF: Building Services Department Status Report on Historic Preservation Enforcement: Staff Member Carstens explained that new items are bolded on the report. The Commission noted there has been no update for 1492 Locust Street, and there has been no progress on the H & W Building. Commissioner Whalen said that it appears that the property at 510 W. 11 Street has been sold. The Commission discussed if the new property owner has been notified of the current enforcement on the property. Staff Member Carstens noted the notifications made to date. Commissioner Whalen wanted to know the status of the property at 950 Spruce Street. Staff Member Carstens indicated that the City will make the repairs and assess the cost of repairs to the property owner. Minutes — Historic Preservation Commission June 17, 2010 Page 4 Commissioners commented that the rehabilitation looks great at 959 Spruce Street. Commissioner Whalen noted that the lattice work on 959 Spruce Street is excellent and should be shown as an example of how to create lattice work on a historic home.
