This memorandum presents the Iowa Tourism Grant Program from the Iowa Economic
Development Authority / Iowa Tourism grant agreement for the City Manager's
signature.
BACKGROUND
On September 20, 2021, the Dubuque City Council approved the intent to apply to Iowa
Tourism Grant Program to support development of branding strategy and comprehensive
communications campaign that will serve to increase awareness and diversity engagement in
arts and culture offerings across the city of Dubuque, elevating Dubuque's reputation as an arts
and culture destination. This campaign effort is being led by the Branding & Communications
Working Group of Dubuque's Arts & Culture Master Plan and is a specific strategy identified in
that plan.
DISCUSSION
Staff submitted a grant application requesting the maximum $10,000. A grant of
$10,000 has been awarded with expenses to be incurred and submitted for
reimbursement by August 15, 2022.
BUDGET IMPACTS
There are no new budget impacts. The $5,000 cash match pledged as this program's
match requirement is available in the Office of Arts & Cultural Affairs' FY2022 budget
from a previously approved FY2021 carryover.
RECOMMENDATIONS
I respectfully request that the grant agreement be executed by the City Manager.

Grant Recipient: City of Dubuque, Office of Arts & Cultural Affairs
Grant Amount: $10,000
Project: Communications Campaign for Dubuque's Arts & Culture Sector
Grant Recipient Agrees to the Following:
1) Expenses will be incurred between January 1, 2022 and July 31, 2022, the grant is set up on a
reimbursement basis after expenses have been incurred and paid.
2) A minimum of 25% local cash match will be provided by the grant recipient, and the cash match
must be documented on the reimbursement materials.
3) To provide project documentation including:
a) Completed reimbursement form, supporting invoices, and canceled check(s) or proof of
payment documenting allowable project costs.
b) Documentation of project completion as outlined in the grant application materials
including items such as tear sheets, printed materials, etc. (as applicable).
c) Reimbursement materials can be submitted any time after completion of the project
but must be received in the region office by August 15, 2022.
4) To notify the Eastern Iowa Tourism Region if funding will not be utilized due to changes or
cancellation of the project, or if there is a change to the project coordinator due to staffing or other
changes.
5) Grant recipient understands that deviation from the points outlined in the grant application or this
agreement may result in the loss of funds awarded. This agreement may be terminated as a
result of termination or reduction of funding for the Iowa Tourism Grant Program from Iowa
Economic Development Authority/ Iowa Tourism Office. Noncompliance with region requests for
reimbursement paperwork will result in termination of funds.
6) Iowa Tourism Office Recognition. Recipient will ensure all materials in printed and electronic form
produced in association with the grant project shall indicate the Iowa Tourism Office's support of
this project by including the Iowa Tourism Office's logo, verbiage, or other mutually agreed upon
representation as outlined in the grant application materials.
EITA will issue a check for reimbursable expenses within 60 days of receiving the required project
documentation.
This instrument contains the entire agreement between both parties. By signing below, the parties execute
this Agreement.
