Leisure Services Manager Marie Ware is recommending acceptance of the Eagle Point
Park Bridge Complex Roof Replacement Project, as completed by Gronen Restoration,
Inc., in the final contract amount of $164,194.99, which is a 21.7% increase over the
original contract amount of $134,918.00. The increase was due to unforeseen
deterioration and replacement of subsurface materials once the original roof was
removed. Increased costs for lumber including sheeting, boards and shingles were also
incurred due to the Covid-19 pandemic.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This purpose of this memorandum is to recommend that the City Council accept the
Eagle Point Park Bridge Complex Roof Replacement Project and approve the attached
resolution.
BACKGROUND
The Eagle Point Park Bridge Complex Roof Replacement Project included: complete
removal and disposal of cedar shake roof, repair of any roof decking determined to be in
poor condition, placement of new cedar shake roof and associated underlayment
materials, preparation and painting of metal roof flashing and gutter sections, and
installation of new metal ridge cap and roof valleys.
DISCUSSION
The Eagle Point Park Bridge Complex Roof Replacement Project has been completed
by Gronen Restoration, Inc. of Dubuque, Iowa in the final contract amount of
$164,194.99. This is a 21.7% increase over the original contract amount of
$134,918.00. The increase was due to unforeseen deterioration and replacement of
subsurface materials once the original roof was removed. Increased costs for lumber
including sheeting, boards and shingles were also incurred due to the Covid -19
pandemic.
RECOMMENDATION
I recommend that the City Council accept the Eagle Point Park Bridge Complex Roof
Replacement Project and authorize the payment of the contract amount of $164,194.99
to Gronen Restoration, Inc. based on the facts above.

RESOLUTION NO. 413-21
ACCEPTING THE EAGLE POINT PARK BRIDGE COMPLEX ROOF PROJECT AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
Whereas, the public improvement contract for the Eagle Point Park Bridge Complex Roof
Project, (the Project) has been completed by the Contractor, Gronen Restoration (Contractor),
the Park Division Manager has examined the work and recommends that the Project be
accepted; and
Whereas, the final contract amount for the Project is $164,194.99; and
Whereas, the City Council finds that the recommendation of the Park Division Manager
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The recommendation of the Park Division Manager is approved, and the Project
is hereby accepted.
Section 2. The finance Director is hereby directed to pay to the Contractor for the final
contract amount of $164,194.99.00 less any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.
