Interim Chief of Police Jeremy Jensen is transmitting information on the Dubuque Police
Department being awarded the 2021 Commission on the Accreditation for Law
Enforcement Agencies (CALEA) re -accreditation. Since 1993, the Dubuque Police
Department has passed all CALEA reviews, to include the 2021 virtual review.
In 1993, the Dubuque Police Department became the first law enforcement agency in
Iowa to become accredited through the Commission on the Accreditation for Law
Enforcement Agencies (CALEA). CALEA was created in 1979 as a credentialing
authority through the joint efforts of law enforcement's major executive associations.
CALEA's program and the seal awarded upon accreditation are "Marks of Professional
Excellence" for public safety agencies and reflect the "Gold Standard in Public Safety".
There are only 14 CALEA accredited law enforcement agencies in Iowa. Since 1993,
the Dubuque Police Department has received reaccreditation in 1998, 2001, 2004,
2007, 2010, 2013, 2016, and 2020. It should be noted that accreditation cycles have
changed throughout the years and is currently on a 4-year cycle.

INTRODUCTION
The purpose of this memo is to notify you of the Dubuque Police Department being
awarded CALEA re -accreditation.
BACKGROUND
In 1993, the Dubuque Police Department became the first law enforcement agency in
Iowa to become accredited through the Commission on the Accreditation for Law
Enforcement Agencies (CALEA). CALEA was created in 1979 as a credentialing
authority through the joint efforts of law enforcement's major executive associations.
CALEA's program and the seal awarded upon accreditation are "Marks of Professional
Excellence" for public safety agencies and reflect the "Gold Standard in Public Safety".
There are only 14 CALEA accredited law enforcement agencies in Iowa.
Since 1993, the Dubuque Police Department has received reaccreditation in 1998,
2001,2004, 2007, 2010, 2013, 2016, and 2020. It should be noted that accreditation
cycles have changed throughout the years and is currently on a 4 year cycle.
In May of 2020, CALEA assessors conducted an onsite visit, at which time they
reviewed 459 standards, made observations, and conducted staff interviews. The
Dubuque Police Department was found to be "Compliant" in all areas and was issued
the re -accreditation. Every year between the physical onsite visits, CALEA conducts
virtual assessments. Starting in July 2021, a CALEA Compliance Service Monitor
reviewed 190 standards (25%) of all standards. The Police Department received a
"Compliant" rating on all standards reviewed.
CONCLUSION
It is with my great pleasure that I am reporting that since 1993 the Dubuque Police
Department has passed all CALEA reviews, to include the 2021 virtual review.
