Arts & Cultural Affairs Coordinator Jenni Petersen-Brants recommends City Council
acceptance of a $500,000 funding offer from the National Endowment for the Arts
American Rescue Plan to Local Arts Agencies for Subgranting funding program.
This grant award will provide the Office of Arts & Cultural Affairs with funds to
competitively distribute by November 30, 2023 as follows:
• $435,000 to eligible local arts and culture non-profit for allowable
operating support expenses
• $15,000 to individual creatives residing in Dubuque for career -advancing
arts and culture projects that also align with Dubuque's Arts & Culture
In addition, $50,000 of the award has been budgeted for the administration of the
National Endowment for the Arts award and the above subgranting programs, including
the recruitment and hiring of part-time staff through the end of the project period of
November 30, 2023.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request acceptance a $500,000 funding offer
from the National Endowment for the Arts (NEA) American Rescue Plan (ARP) to Local
Arts Agencies for Subgranting funding program.
BACKGROUND
On July 19, 2021, the Dubuque City Council approved the intent to apply to the NEA
ARP to Local Arts Agencies for Subgranting funding program for $500,000 to support
the COVID-19 recovery of Dubuque's arts and culture sector.
DISCUSSION
Staff submitted a grant application requesting the program's maximum award of
$500,000 on August 2, 2021.
On November 9, 2021, staff was notified by the NEA that the City of Dubuque's request
had been recommended for full funding of $500,000. Follow up documentation was
requested as noted in the attached Offer Letter; this documentation was completed with
assistance from the City's Assistant Director of Finance and submitted by staff on
November 24, 2021.
An official award notice is contingent upon final review of these documents by the NEA
which we anticipate may take up to 3-4 weeks. Upon recent of official award notice,
contractual agreements will be forwarded to the City Manager for execution.
As budgeted in the original application, this grant award will provide the Office of Arts &
Cultural Affairs with funds to competitive distribute on by November 30, 2023 as follows:
• $435,000 to eligible local arts and culture non-profit for allowable
operating support expenses
• $15,000 to individual creatives residing in Dubuque for career -advancing
arts and culture projects that also align with Dubuque's Arts & Culture
Master Plan
In addition, $50,000 of the award has been budgeted for the administration of the NEA
award and the above subgranting programs, including the recruitment and hiring of part-
time staff through the end of the project period of November 30, 2023.
In total, the NEA will distribute $20,200,000 in federal ARPA funds through this program
to 66 local arts agencies nationwide. Of those, Dubuque was one of only 24
communities recommended for the $500,000 maximum funding level alongside:

Of those listed above, Dubuque serves the smallest population center and is the only
community in Iowa to receive any level of funding through this program.

BUDGETIMPACT
There is no budget impact at this time as the City is not required to match the grant
request.
RECOMMENDATION/ACTION STEP
I respectfully request acceptance of the $500,000 funding offer from the National
Endowment for the Arts (NEA) American Rescue Plan (ARP) to Local Arts Agencies for
Subgranting funding program. Contractual agreements for execution will be forwarded
accordingly once received from the NEA.

award until you hear from the NEA's Office of Public Affairs with further details.
SAVE THE DATE: A technical assistance webinar for local arts agencies will be held on Tuesday,
November 16, at 2:00 p.m. ET. NEA staff will provide an overview of terms and conditions related to
subgranting federal funds. Topics will include subgrantee eligibility, allowable use of funds, requesting
payment, and reporting requirements. Additional details on this session will be sent in a separate email.
IMPORTANT: If your proposal has changed significantly since you submitted your application
due to the COVID-19 pandemic, please contact us immediately. Our staff will work with you to
determine the appropriate course of action.
All changes made to your proposal at this stage are subject to approval by NEA staff. If you have

(1) PROJECT BUDGET:
If indicated above under IMPORTANT NOTES, you must submit an updated Budget reflecting the
recommended funding amount of $500,000.00 in allowable costs. American Rescue Plan awards do not
require a cost share; leave the income portion of the Revised Budget blank. If you do not have instruction

Reminder: All costs in this budget are subject to Federal regulations and you must maintain
accurate documentation of all costs included in your budget during the Period of Performance, as these
costs may be required by the NEA for audit at any time. Your Budget must exclude all costs funded by
other Federal sources. This includes support from the SBA Paycheck Protection Program; other National
Endowment for the Arts awards; awards from other Federal agencies such as the National Endowment
for the Humanities, Department of Education, Corporation for National and Community Service, etc.; as
well as Arts Endowment funds that are subgranted to you by a state or regional arts agency. Recipients
will be required to keep documentation to show which employees are being paid from each funding
source so that the Federal government isn't paying more than 100 percent of a salary.
(2) ACCESSIBILITY COMPLIANCE:
Complete and submit the Accessibility Questions form. Federal regulations require that all projects
funded by the NEA be physically and programmatically accessible to people with disabilities. Do not
request proposal changes on the Accessibility Questions form; all proposal changes must be submitted
on the Revised Budget Form.
(3) LOBBYING CERTIFICATION:
All applicants who are recommended for awards greater than $100,000.00 must complete and submit a
"Certification Regarding Lobbying" (Section 319 of Public Law 101-121, 31 U.S.C. Section 1352). A link to
this certification form is available in REACH under the Instructions Tab of the Offer.
SAM.GOV IMPORTANT INFORMATION
(A) Your organization must have an active registration in SAM.gov and no Federal debt in order for the
NEA to issue an award. To check your organization's registration status, go to www.sam.gov.
(B) You must answer "YES" to the Financial Assistance Representation and Certification question in

SAM.gov with your registration or renewal. The Grants Certifications are a common set of certifications
and representations required by Federal statues or regulations in accordance with the grants guidance
under Title 2 of the Code of Federal Regulations (2 CFR 200.208 Certifications and Representations).
Non -Federal entities who intend to apply for, or are already recipients of, Federal grants or agreements
must read and agree to the certifications and representations. Registrants who reply "Yes" are required
to keep these certifications and representations current, accurate, and complete as part of their entity
registration.

AFTER YOU ACCEPT THE OFFER
After you submit your required documents, the NEA's Office of Grants Management must conduct a final
review to ensure compliance with Federal rules and regulations before issuing the formal award notice.
Note that access to your MY OFFER record will be turned off in REACH while your documents are
undergoing this review.
You will receive an email notification from REACH when the award is issued or if additional information is
needed to complete the review. While we strive to issue award notices as quickly as possible, this final
review generally takes several weeks, depending on a variety of factors. While we are constantly
monitoring our internal operations and will make all necessary adjustments to ensure we are processing
applications as expeditiously as possible, we appreciate your patience.
