Economic Development Director Jill Connors recommends City Council approval to
release a Request for Proposals for the Design of the Dubuque Industrial Center Project
at U.S. Highway 151/61/52 Interchange.
The selected consultant will be expected to complete the contracted scope of work
within a specified timeframe, under the general direction and coordination of the City's
Economic Development Department and Engineering Department, as authorized by the
City Council. The goal is to complete the Phase I Grading design and initiate the public
bidding process for construction of the Phase I improvements by May 2, 2022.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request authorization to release a request for proposals
(RFP) for the Design of the Dubuque Industrial Center Project at U.S. Highway
151 /61 /52 Interchange.
BACKGROUND
On September 20, 2021, the City Council approved the purchase of 156.25 acres of
agricultural land from River City Development Group LLC at the intersection of
Highways 151/61 and Highway 52 (the Southwest Arterial),
The property is near existing water and sanitary sewer infrastructure that was extended
along the south side of Highway 61 to serve the airport. However, some grading, paving,
and utility infrastructure improvements are needed in order to fully serve the property as
an industrial park. These improvement projects are being added to an ongoing list of
needed infrastructure improvements throughout the city, some of which may be eligible
for federal funding under the American Rescue Plan Act and/or the infrastructure bill.
DISCUSSION
In order to prepare for the needed improvements, staff are recommending design for the
entire site begin sooner rather than later. This design work prepares us for identification
of any potential funding sources local, state, and federal.
The design scope of the RFP is for the complete design of the entire Dubuque Industrial
Center Project at U.S. Highway 151/61/52 Interchange. The consultant will develop the
overall industrial park design to a 60% complete level, and then proceed with finalizing
contract documents for the Phase I grading project, which will provide the City with a 30-
acre building pad. The design and construction services fee for this initial phase is
represented by the $506,100 below, coming from FY22 funding. Having a developable
building pad at -the -ready provides the City the opportunity to welcome a business
expansion as soon as one would arise.
Once the Phase I grading (design package is complete, the consultant will continue
working toward a 100% complete design for the entire development. Based on the
completed design, subsequent construction bidding packages will be prepared, finalized,
and bid as development opportunities arise and funding allows. The design contract will
place the City in a position to have a progression of multiple "Shovel Ready" projects
available when funding becomes available, including possible federal funding under the
infrastructure bill.
The selected consultant will be expected to complete the contracted scope of work within

BUDGETIMPACT
The engineering design fee, estimated at $2,105,000, represents the complete design of
the entire industrial park and construction services for each phase of the development.
The complete design fee will be funded over multiple fiscal years, beginning with a Fiscal
Year 2022 appropriation in the amount of $506,100, for design of the Phase I Grading of
Dubuque Industrial Center at U.S. Highway 151/61/52 Interchange [CIP# 3601056], with
revenue from TIF debt and land sales.
RECOMMENDATION/ ACTION STEP
I respectfully request authorization to release, to the public, an RFP for the Design of the
Dubuque Industrial Center at U.S. Highway 151/61/52 Interchange.
