The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request reviewing lot layout and setbacks of
residential dwellings to be constructed.
The Zoning Advisory Commission discussed the request, reviewing the setbacks of the
proposed residential buildings.
Recommendation
By a vote of 7 to 0 the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving lot frontage requirements for Lots 1 & 2.

INTRODUCTION
The submitted Final Plat of Emerald Acres No. 6 subdivides the existing parcel into four
lots to facilitate construction of new two -unit townhomes.
DISCUSSION
The submitted Final Plat of Emerald Acres No. 6 subdivides an existing parcel of land
into four parcels that will allow construction of a two -unit townhome on each of the four
Tots. Access to the dwelling units will be by way of an access easement running from
Tanzanite Drive.
The Zoning Advisory Commission reviewed the Planned Residential District and the
conceptual plan for this development in May 2007. The submitted Final Plat is in
substantial compliance with the conceptual development plan approved at that time. A
copy of the conceptual plan is attached to this memorandum. A site plan has been
reviewed and approved for the subject property.
The Zoning Advisory Commission is reviewing this plat as it is considered a minor final
plat as four lots are being subdivided and no public street or utilities are being dedicated
to the public.
RECOMMENDATION
Planning staff recommend that the Final Plat of Emerald Acres No. 6 be approved as it
is in substantial compliance with the City of Dubuque Subdivision Regulations subject to
waiving lot frontage requirements for Lot 1 and Lot 2.

RESOLUTION NO. 257-10
RESOLUTION APPROVING THE FINAL PLAT EMERALD ACRES NO. 6 IN THE CITY
OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk the Final Plat Emerald Acres No. 6 in
the City of Dubuque, Iowa; and
Whereas, said Final Rat provides no frontage for Lot 1 and Lot 2 on a public street or
approved private street as required by Section 11 -14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code; and
Whereas, said Final Rat has been examined by the Zoning Advisory Commission and
had its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statues and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11 -14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow no frontage on a public street or an approved
private street for Lot 1 and Lot 2.
Section 2. That the Final Plat Emerald Acres No. 6 is hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said final plat.
