The Central Avenue Resurfacing Project, from 21 to 32 Street, was scheduled for the summer of 2010. Due to the history of water service failures in this corridor, the City opted to replace the lead services. The actual resurfacing of Central Avenue will be completed in the summer, 2011. The Central Avenue Water Main (21 — 32 Street) Project will involve the replacement of fire hydrants, valves, tees, lead services and water service stop boxes connected to lead services. — Replacement of 9 fire hydrants, 36 water valves, 21 tees, 2,865 feet of existing lead service lines with 3 / -inch copper and 104 water service stop boxes. — Replacement of 1,686 square yards of existing pavement. All 3 / -inch copper service, water service stop boxes and related items to reconstruct the roadway will be assessed to the property owners with lead services. RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and the estimated cost and to adopt the Resolution of Necessity and the Preliminary Schedule of Assessments for the Central Avenue Water Main (21 — 32 Street) Project. The people who live in our area are not well-to-do people and the cost of this project is quite high. My husband lost his job last year and has had to work menial jobs at minimum wage and slightly above. He is also a disabled veteran. I am limited to working 10 hrs a week because of health problems. I'm not sure how a lot of people are going to afford this. Aren't taxes supposed to cover things like this? Can low income people get help or are supposed to use our retirement to fund this? This is just so unfair. It is our understanding that Central Avenue is scheduled to he repaved in 2011, It would seem that both projects could be accomplished at the same time thereby not only reducing or eliminating the paving costs imposed on the owners by the water main project but reducing the turmoil and inconvenience to the property owners and the surrounding community. The current water mains have been in place for close to 100 years and do not appear to be failing although the roadway is in bad condition, • The assessment to bc levied against the property at 2607 Central Avenue (S5,060,00) seems to be exorbitant considering the amount of work to be done. An original verbal estimate provided by the Engineering Department was approximately $3,000,00, which appears to be a more appropriate figure. It is our understanding that the assessment includes the cost of digging up existing pavement and replacing it. We believe that the property owners should only be assessed for the actual cost of the water main replacement. ▪ Central Avenue is an extremely busy US Highway and carries a large amount of heavy trucking vehicles. We would like to suggest that as a part of this entire project, the City Council consider rerouting traffic flow to make the entire north portion of Central Avenue a one way street. Review and consideration of these items by the City Council will be appreciated. (See attached copy of preliminary assessment labeled Exhibit A). Per your office's instructions, we are e-mailing you the reasons for our objection to this preliminary assessment. I spoke with the City Engineer, Greg Doden and he explained the methodology used in calculating the assessment. In addition to our store at 2225 Central, the assessment covers two houses which were demolished to expand our store and parking areas. The former addresses of the demolished houses were 2235 Central, and 2241 Central. He explained that roughly one-third of the assessment applies to each of the three segments. In the case of the demolished houses, the assessment covers costs to excavate and cap off the old water lines at the City water main. We object to the amount of our preliminary assessment. Our records show that on August 22 and August 23, 2001 the water lines for the two demolished homes were disconnected from the City water main as per City of Dubuque requirements and then the street was patched. (See copy of attached invoice from McDermott Excavating to Tricon General Construction labeled Exhibit B). Tricon was Hartig Realty IV's contractor for the store expansion project at 2225 Central Avenue. Since two of the three segments of our property have already had the required work completed, we believe that our preliminary assessment should be $5,060 rather than $15,180. The Central Avenue Resurfacing Project, from 21 to 32 Street, was scheduled for the summer of 2010. Due to the history of water service failures in this corridor, the City opted to replace the lead services. The actual resurfacing of Central Avenue will be completed in the summer, 2011. The Central Avenue Water Main (21 — 32 Street) Project will involve the replacement of fire hydrants, valves, tees, lead services and water service stop boxes connected to lead services. — Replacement of 9 fire hydrants, 36 water valves, 21 tees, 2,865 feet of existing lead service lines with 3 / -inch copper and 104 water service stop boxes. — Replacement of 1,686 square yards of existing pavement. All 3 / -inch copper service, water service stop boxes and related items to reconstruct the roadway will be assessed to the property owners with lead services. The bid security shall be in the amount of ten percent (10 %) of the amount of the contract and shall be in the form of a cashier's check or certified check drawn on a state - chartered or federally chartered bank, or a certified share draft drawn on a state - chartered or federally chartered credit union, or the governmental entity may provide for a bidder's bond with corporate surety satisfactory to the governmental entity.
