US 52 Traffic Flow Enhancement Project Public HearingMasterpiece on the Mississippi TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: US 52 Traffic Flow Enhancement Project CI Ps 3001266 (FY 10/11), 3001133 (FY 10/11), 1001818, 3002256, 3002803 DATE: July 13, 2010 City Engineer Gus Psihoyos recommends City Council approval of the plans, specifications, form of contract and the estimated cost of $1,251,092 for the US 52 Traffic Flow Enhancement Project. The US 52 Traffic Flow Enhancement Project will provide for the reconstruction of traffic signals along US 52 (Central Avenue) including 32 22 20 17 and 14 Streets. New fiber optics conduit and cable will be installed and will connect the signalized intersections along Central Avenue between City Hall and IA 32 (NW Arterial). The reconstructed signals will include the standard ITS components including battery backup, pre- emption, PTZ cameras and network switches. These newly - rebuilt signals, along with the 9 and Central and the IA 32 signal, will all be tied into the City -wide traffic management software located in the traffic operations center at City Hall. The City was awarded a State Energy Efficiency and Conservation Block Grant in the amount of $500,000. This grant funds projects that show improved energy efficiency by coordination of the traffic signals and making them run more efficiently to minimize motorist fuel consumption. This grant has a 50% match that will be funded by utilizing existing transportation related CIP's. I concur with the recommendation and respectfully request Mayor and City Council approval. DISCUSSION The US 52 Traffic Flow Enhancement Project will provide for the reconstruction of traffic signals along US 52 (Central Avenue) including 32 22 2 0 th 17 and 14 Streets. This grant funds projects that show improved energy efficiency by coordination of the traffic signals and making them run more efficiently to minimize motorist fuel consumption. This grant has a 50% match that will be funded by utilizing existing transportation related CIP's. The Engineering Department is recommending that the Rockdale Road Corridor Study be reprogrammed to a later year so that $100,000 from this CIP can be used to fund this project. Last year the Pennsylvania at Radford Road Intersection had stop signs installed. This improvement has successfully mitigated the traffic issues at this location for the current traffic load. The Engineering Dept is asking to reserve approximately $160,000 of the allocated funds from this CIP for right -of -way acquisitions to accommodate a future signal or roundabout. This would leave $60,000 available to help fund this project. The Derby Grange Intersection currently has a balance of $455,225 of which $262,092 would be used to fund this project.
