ITEM TITLE: Recognition of Mayor Roy D. Buol
SUMMARY: City Council Members and city staff will recognize outgoing Mayor Roy
D. Buol for over 26 years of public service.
SUGGESTED
DISPOSITION:
PROCLAMATION
WHEREAS, Mayor Roy D. Buol has been a consistent public servant in Dubuque for decades,
beginning as Second Ward Council Member from 1996 to 2005, then elected Mayor in
2005, a position which he has held since; and
WHEREAS, public/private partnerships, which would become the hallmark of Mayor Buol’s approach
to problem-solving, were the source of Dubuque’s gradual but steady revival that
included millions of dollars invested in the community through state and federal grants
which contributed to the revitalization of its downtown and riverfront, diversification of its
economy, flood protection for our most economically challenged neighborhoods, and
the rebranding of a declining rust belt river town into “The Masterpiece on the
Mississippi”; and
WHEREAS, Mayor Buol’s passion for sustainability resulted in the creation of Sustainable Dubuque
and Dubuque being a pioneer in resiliency, with Mayor Buol serving in leadership roles
through involvement with national sustainability conferences, the National League of
Cities Sustainability Exchange, World City Summit, the Global Smart City Summit, the
Mississippi River Cities and Towns Initiative, and signing onto the Paris Climate Accord
in 2015; and
WHEREAS, under Mayor Buol’s leadership, the City of Dubuque implemented many significant
policies and projects that enhance Dubuque’s quality of life, including greater support
for arts and cultural programs, the Bee Branch Watershed Flood Mitigation project, and
numerous investments in public infrastructure; and
WHEREAS, Mayor Buol has championed diversity, equity, and inclusion in the community by adding
sexual orientation as a protected class to the city’s Human Rights Ordinance,
supporting the creation of neighborhood associations, adopting the Equitable Poverty
Prevention and Reduction Plan, and advocating city support for the establishment of
Crescent Community Health Center to assist vulnerable members of the community;
and
WHEREAS, Mayor Buol’s visionary leadership is further exemplified in the many awards and
recognitions that Dubuque has received under his leadership, such as the All-America
City Award five times in just 12 years, all under Mayor Buol’s leadership, the Best Small
City to Raise a Family, the Most Livable City in the US, and scoring 100 on the 2021
Municipal Equality Index; and
WHEREAS, the City of Dubuque is fortunate to have a dedicated leader whose platform of
“engaging citizens as partners” exemplifies the fundamentals of public service and has
achieved significant outcomes for the city.
PROCLAMATION
NOW THEREFORE, I, DANNY C. SPRANK, MAYOR PRO TEM OF THE CITY OF DUBUQUE,
IOWA, ON BEHALF OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO
HEREBY PROCLAIM THE 20TH OF DECEMBER 2021 AS
“Roy D. Buol Day”
IN THE CITY OF DUBUQUE, IOWA AND THANK MAYOR BUOL FOR HIS REMARKABLE
SERVICE TO OUR “MASTERPIECE ON THE MISSISSIPPI”.
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
Dubuque to be affixed this 20th day of December,
2021.
