SUMMARY: City Manager recommending acceptance of the construction contract for
the Multicultural Family Center Expansion and Renovation Project, as
completed by Sheets Design Build, LLC, in the final contract amount of

Project Manager Steve Sampson Brown is recommending acceptance of the
construction contract for the Multicultural Family Center Expansion and Renovation
Project, as completed by Sheets Design Build, LLC, in the final contract amount of
$1,280,840.53, which is a 9% increase from the original contract amount of
$1,177,000.00. The increase was due to structural framing repairs, HVAC
modifications, building fagade improvements and electrical panel upgrades.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Multicultural Family Center Expansion and Renovation Project.
DISCUSSION
The Ruby Sutton Building and the former Colts Building was separated by a narrow two -
foot gap between the buildings. This project connected the two buildings to create one
interconnected facility.
The expanded facility now features the following amenities:
• A large flexible meeting space with movable screens that can seat approximately
200 people at tables, or be divided by screens into smaller areas
• A kitchen with plenty of room for the many events and activities that the MFC is
known for
• Two large multipurpose rooms
• Two meeting rooms
• Six individual/family style restrooms
• Additional storage to accommodate the equipment & supplies for the many
programmed events
• The existing kitchen area was renovated to a reception area and the computer area
was expanded
The award recommendation also included selection of two bid alternates. The first
alternate replaced the existing carpet and wall base molding with new flooring at front
living room area of the existing building. The second bid alternate included the renovation
of the office suite area at the rear of the Ruby Sutton Building to allow the Human Rights
Department to relocate from City Hall Annex to the MFC. As part of the office suite
renovation the multipurpose room was converted into fixed wall offices and a staff
collaboration space/meeting room.

In addition, the project team also distributed two Requests for Proposal to select vendors
for providing furnishings and audio-visual equipment.
The Multicultural Family Center Expansion and Renovation Project was completed by
Sheets Design Build, LLC of Maquoketa, Iowa in the final contract amount of $1,280,840.53
which is a 9.0% increase from the original contract amount of $1,177,000.00. The increase
was due to structural framing repairs, HVAC modifications, building facade improvements,
and electrical panel upgrades.
RECOMMENDATION
I recommend that the City Council accept the public improvements and authorize the
payment of the final contract amount of $1,280,840.53 to Sheets Design Build LLC for the
Multicultural Family Center Expansion and Renovation Project.

improvements in the contract amount of $1,280,840.53 with Sheets Design Build, LLC for

RESOLUTION NO. 440-21
ACCEPTING THE MULTICULTURAL FAMILY CENTER EXPANSION AND
RENOVATION PROJECT AND AUTHORIZING THE PAYMENT TO THE
CONTRACTOR
WHEREAS, the public improvement contract for the Multicultural Family Center
Expansion and Renovation Project, (the Project) has been completed by the Contractor,
Sheets Design Build, LLC of Maquoketa, Iowa (Contractor), the City Engineer has
examined the work and recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $1,280,840.53; and
WHEREAS, the Contractor has previously been paid $1,280,840.53, leaving a
balance of $0.00; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $0.00 as provided in Iowa Code chapter 573, and to pay such
retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Multicultural Family Center Expansion and Renovation Project has
been performed in compliance with the terms of the Public Improvement Contract, and
that the total project cost of the completed work is $1,280,840.53.
