SUMMARY: City Manager recommending City Council approval of Fiber to the
Home/Business Aesthetic Guidelines.
ORDINANCE Requiring the City Manager to develop, with the approval

City Engineer Gus Psihoyos recommends City Council approval of Fiber to the
Home/Business Aesthetic Guidelines.
With multiple companies wanting to develop and provide fiber to the home and to
businesses, City staff wanted to provide guidance to these companies for location, type,
size and color of vaults, handholes and other equipment that is placed in the public right
of way. These standards provide for uniform placement of equipment to accommodate
future maintenance by the providers.
It is intended that a new Chapter 8 Fiber to the Home/Business Aesthetic Guidelines be
included in Title 11 Rights -of -Way in the City Code.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memo is to approve the attached Ordinance authorizing the City
Manager to adopt Fiber to the Home/Business Aesthetic Guidelines and approving the
proposed Guidelines.
BACKGROUND
There are currently multiple companies installing fiber to the home internet service in the
City of Dubuque. As these projects are developed, Engineering Staff have coordinated
the location of handholes, pedestals and other facilities related to fiber in the public right
of way. Each of these companies takes a different approach to serving their customers
and use different types of equipment to accomplish this. City staff have had issues where
a provider wanted to place above ground pedestals in a historic district that seemed out
of place. Staff worked with that provider to find an alternative solution.
DISCUSSION
With multiple companies wanting to develop and provide fiber to the home and to
businesses, City staff wanted to provide guidance to these companies for location, type,
size and color of vaults, handholes and other equipment that is placed in the public right
of way. A list of placement and aesthetic standards was developed with feedback from
multiple City staff and private internet providers. The placement and aesthetic standards
are attached.
Over the next 3 to 5 years there will be a significant fiber to the home installation effort
occurring in Dubuque. One provider alone will be reaching 5,000 properties a year in
providing service. There will be significant Engineering Department staff involvement and
having these standards in place with be very helpful. These standards also help provide
for uniform placement of equipment to accommodate future maintenance by the
providers.
It is intended that a new Chapter 8 Fiber to the Home/Business Aesthetic Guidelines be
included in Title 11 Rights -of -Way in the City Code.
RECOMMENDATION
The City Council is requested to adopt the attached Ordinance authorizing the City
Manager to adopt Fiber to the Home/Business Aesthetic Guidelines and to approve the
Guidelines.

REQUIRING THE CITY MANAGER TO DEVELOP, WITH THE APPROVAL OF THE
CITY COUNCIL, WRITTEN GUIDELINES TO ESTABLISH GENERAL PROCEDURES
AND STANDARDS, CONSISTENT WITH ALL APPLICABLE FEDERAL AND STATE
LAWS, FOR THE SITING, CONSTRUCTION, INSTALLATION, COLLOCATION AND
AESTHETICS OF FIBER TO THE HOME/BUSINESS WITHIN THE CITY'S RIGHT-OF-
WAY AND ON CITY PROPERTY
Section 1. City of Dubuque Code of Ordinances Title 11 Rights -Of -Way is
amended by adding the following new Chapter 8:

ESTABLISHED:
The city manager shall develop, with the approval of the City Council, written guidelines
to establish general procedures and standards, consistent with all applicable federal and
state laws, for the siting, construction, installation, collocation, and aesthetics of fiber to
the home and business within the city's right of way and on city property.
Section 2. This Ordinance shall take effect upon publication.
The above ordinance was introduced, approved and ordered placed on file with
the City Clerk this 20th day of December 2021.

1. Flush mount handholes in the right of way (front yard) if no other pedestals
are present.
2. No above ground pedestals in historic districts.
3. All flush mount handholes should be marked with name of utility.
4. If other above ground pedestals exist, the pedestals are to be grouped near
each other.
5. Above ground pedestals that serve a residential home cannot exceed 3-foot
in height.
6. All above ground pedestals should be screened with vegetation, if agreeable
to the property owner.
7. Color of pedestals should be of uniform color and not contrasting with the
neighborhood (colors need to be complimentary with turf and surrounding
vegetation).
8. All pedestals should be marked with name of utility.
9. All construction of handholes and pedestals should have disturbed turf
restored promptly and in the same or better condition than before construction
started. Contractor is required to maintain turf until it is established.
10. Where utility easements exist along the rear or side of the property, that is the
preferred path for fiber to the home.
11. If an alley exists, the preferred fiber path shall follow the alley and serve from
the rear of the property.
12. Depth of utilities shall follow applicable City standards for utility depth.
13.All utility vehicles must be properly signed with the name of the company.
14. When performing work in a neighborhood, the utility company shall coordinate
traffic control with City of Dubuque Engineering. Proper traffic control signage
must follow MUTCD standards.
15. All traffic control signage is to be supplied by the contractor or contracted. All
signage must be in good condition and have proper reflective properties per
MUTCD standards.
16.All utility contractors must notify property owners in advance of work occurring
by letter and door hanger. The communication shall have the name and
phone number of the person in responsible charge of the work being
completed.
