MINUTES FOR HOUSING COMMISSION MEETING
DATE: Tuesday, December 14, 2021

Chairperson Rick Baumhover called the meeting to order at 4:01 p.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Certification of Minutes — September 28, 2021, Housing Commission Meeting
Commissioner Hilary Dalton moved to approve the Minutes for the September 28, 2021, Housing
Commission Meeting. Commissioner Gail Weitz seconded. Roll call. Six (6) in favor. Motion passed.
Correspondence/Public Input

New Business
a. Veteran Affairs Supportive Housing (VASH) Voucher Payment Standard
Hollie Ohnesorge, Assisted Housing Coordinator, explained the Department of Housing and
Urban Development (HUD) awarded the City of Dubuque six (6) vouchers for the Veteran Affairs
Supportive Housing (VASH) program in January 2021. This program, which was designed to
assist homeless veterans, provides housing assistance along with supportive services through
HCAP and Veteran Affairs. (An additional six (6) vouchers have been awarded for 2022.)
HUD recently updated regulations that allow Public Housing Authorities to increase voucher
payment standards for the VASH Program up to 120% of the fair market rent. This may allow
clients to find units in exception rent areas. (A copy of Item 4a is attached.)
Commissioner Sam Wooden moved to approve the Veteran Affairs Supportive Housing (VASH)
Voucher Payment Standard. Commission Amy Eudaley seconded. Roll call. Six (6) in favor.
Motion passed.
Reports
a. Denial/Termination Meeting Results
Ohnesorge presented the report for the current denial/termination proposals.
Information Sharing
a. In January, the Housing Commissioners should expect to receive a gift from the Mayor and City
Council to show appreciation for commission members' service since the appreciation
lunch/dinner has not been held.
b. Commissioner Jeff Lenhart submitted his resignation for the Housing Commission last night.
c. Commissioner Baumhover participated in the City Life 2.0 session as a panelist.

Adjournment
There being no further business to come before the Commission, Commissioner Margie White moved
to adjourn the meeting. Commissioner Weitz seconded. Motion passed by voice vote. Meeting
adjourned at 4:28 p.m.
