Enclosed is a copy of the resolution to set a date for a public hear-
ing for the proposed Plan Change to the Urban Renewal Plan in the
event City Council at their July 29 meeting approve going forward
with the ice-skating facility in the Urban Renewal Project Area.
This resolution will not be on the agenda but we will have it ready
for Council action. We would suggest that the public hearing be
held on September 9 as September 2 is a holiday.
We will also process the proposed Plan Change through Planning
and Zoning on August 7. This is a necessity. Additionally, we will
also process through Planning and Zoning on that same date the
new plat for the one-half block on which this facility is to be lo-
cated. This plat then can be processed through City Council prior
to the September date. In addition to the resolution we will also
be prepared to provide the Council copies of the map attached to
your copy of the resolution.
Yet to be determined is a time schedule in which to process the
necessary papers for Council to declare their intention to retain
this piece of land for public use. This probably could be taken
care of after the bond election date.

FIXING THE DATE OF PUBLIC HEARING FOR AN -
URBAN RENEWAL PLAN CHANGE FOR
THE DOWNTOWN URBAN RENEWAL PROJECT, IOWA R-15
WHEREAS, under date of July 26, 1967, the City of Dubuque and the United
s of America entered into a Loan and Capital Gant Contract, Contract No.
R-15 (LG), as amended to date, for the undertaking of the Downtown Urban Renew-
oject, Project No. Iowa R-15 (herein called the "Project"); and
WHEREAS, pursuant to said contract, as amended, the City of Dubuque is car -
out the Project in conformance with the approved Urban Renewal Plan for the Pro -
and
WHEREAS, it is deemed to be in the best interest of both the Project and the City
of ubuque to effectuate a plan change to the approved Urban Renewal Plan for the
Proi;ect; and
WHEREAS, the proposed plan change is of the nature which requires a public
hea Ing as set forth in Section 403. 5 of the 1966 Code of Iowa, as amended to date, and
in onformance with the appropriate policies and regulations of the United States Depart -

t of Housing and Urban Development; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA•
j SECTION 1. That a public hearing on a proposed plan change to the approved

at :30 P.M. on September_, 1974, in City Council Chambers, City Hall, 13th and
