In accordance with our conference of today, we have
prepared and enclose herewith a suggested form of petition which
may be circulated and filed requesting the calling of an elec-
tion on the proposition of issuing $2,500,000 Recreation Build-
ing Bonds of the City of Dubuque, Iowa, and have the following
suggestions:
1. Please furnish us with two executed counterparts
of a certificate, in the enclosed form, executed by the County
Auditor, showing the value of taxable property in the City as
evidenced by the 1973 state and county tax lists,
2. You will notice that before the petition is circu-
lated it will need to be completed to show the number of mills
to be annuallylevied to pay the bonds and interest. You will
recall that the bonds will need to be authorized and issued pur-
suant to Chapter 407 of the Iowa Code and the statutory form of
election proposition as set forth in Section 407.9 of the Code
requires that there be included in the proposition the number of
mills to be annually levied for bond and interest purposes. Please
advise us the number of mills which it is proposed will be included
in the election proposition.
3. We note that the City has a Playground and Recrea-
tion Commission and we would appreciate it if you would advise
us how this Commission was created. We note that under Section
377.2 of the Iowa Code, it is provided that the council of any
city which establishes any playground or recreation center may
create a Playground and Recreation Commission. We inquire as to
whether or not your Commission was created pursuant to these
statutory provisions. We have in mind that when the petition has

been circulated and filed, the Playground and Recreation Commis-
sion will adopt a resolution requesting the City Council to
call the election.
4. You may recall that during our previous conversa-
tions with respect to this project we mentioned that we thought
it would be necessary to submit two questions at the election,
one of which would read substantially as follows:
"Shall the City of Dubuque, Iowa, acquire
landsand establish, construct and equip a
recreation building thereon?"
and the other of which propositions would read substantially as
follows :
"Shall the City of Dubuque, Iowa, acquire
lands and establish, construct and equip a
recreation building thereon and contract
indebtedness for such purpose not exceeding
Two Million Five Hundred Thousand Dollars
($2,500,000) and issue bonds for rich purpose
not exceeding Two Million Five Hundred Thousand
Dollars ($255003000) and levy a tax annually
upon the taxable property in said City of
Dubuque not exceeding mills
per annum for the payment os such bonds and the
interest thereon?

6. Please advise us whether w ting machines will be
used or whether the propositions -mill be submitted on paper
ballots.

per cent of those who voted at the last preceding regular munici-
