Minutes_Historic Preservation Commission 7 15 10Masterpiece on the Mississippi Dubuque Trip 2007 MINUTES HISTORIC PRESERVATION COMMISSION REGULAR SESSION 5:30 p.m. Thursday, July 15, 2010 City Council Chamber, Historic Federal Building Commissioners Present: Chairperson Michael Knight; Commissioners Chris Olson, John Whalen, Joseph Rapp, Chris Wand, Peggy Stover and Bob McDonell. Commissioners Excused: Vice Chairperson Mary Loney Bichell and Commissioner David Klavitter. Staff Members Present: David Johnson and Wally Wernimont. CALL TO ORDER: The meeting was called to order by chairperson Knight at 5:34 p.m. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Wand, seconded by Rapp, to approve the minutes of the June 17, 2010 meeting as submitted. Motion was approved by the following vote: Aye — Olson, Whalen, Knight, Rapp, Wand, Stover, and McDonell; Nay — None. DESIGN REVIEW: Application of Don Bush for a Certificate of Appropriateness to wrap gutters, fascia and eaves with aluminum located at 1404 Iowa Street in the Jackson Park Historic Preservation District. Staff Member Johnson presented the staff report. He explained that the applicant is requesting to wrap the soffit and fascia with aluminum. He explained that asmall section of the home's gutters, fascia and eaves were already wrapped with aluminum and are in deteriorated condition. He explained that the applicants are proposing to replace the existing aluminum soffit and to cover the remaining wood soffit with aluminum. The Commissioner discussed that based on the building permit history, it appears that the aluminum was added to the building in 1984. Staff Member Johnson explained that a permit was issued to install the aluminum siding. Commissioners noted that the soffit not wrapped with aluminum is located on the main facades of the building along Iowa Street and Loras Boulevard, and it appears that the existing wood soffit is warping. The Commission asked if the applicants considered alternative materials that look like wood, such as fiber board and AZEK composite material. Minutes — Historic Preservation Commission July 15, 2010 Page 2 Commissioners discussed that wrapping the existing wood soffit with an aluminum soffit accelerates the decay of the wood. The Commission discussed scrapping, painting and . repairing the existing wood soffit and also allowing an alternative material such as cement fiber board or AZEK where the soffit cannot be repaired. Commissioners noted that because the permit was pulled that the existing aluminum soffit can remain on the building. The Commission stated the structure is in the Greek revival style, and that the return eaves and wood soffit are character - defining features of the building. The Commission explained wrapping the wood gutters, soffit and eaves would cover up important character defining features of the home. Staff Member Wernimont encouraged the applicant to investigate the Lead Paint Program offered through the Housing and Community Development Department to assist with the costs to repair and paint the soffit, fascia and eaves. Motion by Whalen, seconded by Wand, to approve the Certificate of Appropriateness noting that the section of the main house that has the permitted metal soffit and fascia may be repaired in -kind, and that the remaining wood soffit should be scraped and painted and repaired where needed with wood or smooth cement board that matches the size, style, shape and profile of the existing soffit and fascia. Motion was approved by the following vote: Aye — Olson, Whalen, Knight, Rapp, Wand, Stover, and McDonell; Nay — None. DESIGN REVIEW: Application of Frederick Davis for a Certificate of Appropriateness and a Historic Preservation Revolving Loan Fund up to $11,000 to install a new roof on the gable portion of the home located at 1655 Main Street in the Jackson Park Historic Preservation District. Staff Member Johnson presented the staff report. He explained that the request is for a Certificate of Appropriateness and an $11,000 Revolving Loan Fund for the installation of a new roof on the gable portion of the house at 1655 Main Street. He reviewed the bids with the Commission. He noted the Revolving Loan Fund Committee met to discuss the project and found the proposed architectural asphalt shingle is an eligible expense and recommends the funding. Mr. Davis explained that the existing roof shingles are not asbestos. He said that they are made of a synthetic cement -type material and are failing. He explained that you can only see the roof from the inside of the home. He explained that he would like to go with Tri- State's bid based on their experience, warranty and insurance they are required to carry. Motion by Wand, seconded by Olson, to approve the Certificate of Appropriateness as submitted and funding from the Historic Preservation Revolving Loan Fund in the amount of $6,000. Motion was approved by the following vote: Aye — Olson, Whalen, Knight, Rapp, Wand, Stover, and McDonell; Nay — None. Minutes — Historic Preservation Commission July 15, 2010 Page 3 ADVISORY DESIGN REVIEW: Application of Douglas OIk, President, Friends of the Mines of Spain for Historic District Public Improvement Program funds for the Junkermann Farm and Meskwaki Interpretive Exhibit at the E.B. Lyons Interpretive Center, 8991 Bellevue Heights. Staff Member Johnson presented the staff report. He explained that the Mines of Spain is a National Historic Landmark. He said that the funding will be used to help finance the Junkermann Farm and Meskwaki Exhibits. He reviewed the items that will be part of the exhibits. He explained that the Historic Preservation Commission has approved Historic District Public Improvement Program funds in the past for interpretive projects. He said that he is asking the Historic Preservation Commission to recommend to the City Council approval of funding for the Junkermann Farm and Meskwaki Interpretive Exhibits. Wayne Buchholtz, Department of Natural Resources, explained that the funding will finance the exhibits of the Junkermann Farm and the Meskwaki Native Americans. Motion by Whalen, seconded by Olson, to recommend to the City Council $25,000 in HDPIP funds for the Junkermann Farm and Meskwaki Interpretive Center Exhibits. Motion was approved by the following vote: Aye — Olson, Whalen, Knight, Rapp, Wand, Stover, and McDonell; Nay — None. ITEMS FROM COMMISSION: NAPC Camp: Staff Member Johnson referred to the memo included in the Commission's packet. He explained that Saturday, October 9 is the date that has been set for the NAPC Camp. He explained that the camp will focus on three topics: legal issues, standards and guidelines, and procedures and hands -on design exercise. He requested Commissioners reserve the date in their calendars. Landfill Diversion: Staff Member Johnson explained that he has contacted the Dubuque Metropolitan Solid Waste Agency (DMASWA) and requested information on how they divert certain materials from the landfill. He explained that DMASWA provided him with a brochure and procedures for the diversion of materials. The Commission discussed having these handouts available as part of a demolition permit. Motion by Wand, seconded by Stover, to direct staff to contact the Building Services Department about adding the brochure to demolition permit applications. Motion was approved by the following vote: Aye — Olson, Whalen, Knight, Rapp, Wand, Stover, and McDonell; Nay — None. Four Mounds: Commissioner Olson provided an update on the Illustrative Site Plan project for the Four Mounds Estate Historic District. She reviewed the landscape design meeting attended by the Four Mounds Board Members, Jeffrey L. Bruce & Company, City Staff and Minutes — Historic Preservation Commission July 15, 2010 Page 4 the Design Committee. She stated the group discussed extension of the parking lot and widening the roadway for access to Four Mounds. She explained the group discussed opportunities to open up historic views throughout the site and relocate parking and improve screening order to improve views of the property. ITEMS FROM STAFF: Building Services Historic Preservation Enforcement Report: Staff Member Johnson noted that all new updates are located in bold text on the report. Chairperson Knight asked about the enforcement on 950 Spruce Street. Staff Member Johnson explained that the City has put the project out for bid. He said the City did not receive any proposals and will be re- bidding the project. Commissioner Whalen asked about 1163 Highland Place. He said that the property owners have been in the property for quite a while and nothing has been done to remedy the violations. Staff Member Johnson explained the property owner was made aware of the violations prior to purchasing the property. He stated the property owner has been sent a municipal infraction and has a court date set. Commissioner Rapp asked who they should contact if they notice a change to a building that did not receive a building permit. Staff Member Johnson said that Commissioners should contact Jean Noel in the Building Services Department. He explained that she could verify whether or not the Building permit has been issued for the property. 1589 Bluff: Staff Member Johnson explained that there has been no new update for this property at this time. 1050 Melrose: Staff Member Johnson noted that the applicant has received a building permit to correct the violations on the building.
