Water Department Manager Bob Green is recommending acceptance of the Highway
61/151 South Water Main Extension Project, as completed by McClain Excavating
Company, Inc., in the final contract amount of $117,084.26, which is a 1.02% increase
from the original contract in the amount of $115,908.45.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The enclosed resolution provides for the acceptance of the construction contract for the
Highway 61 / 151 South Water Main Extension Project (2,375 lineal feet of 8" diameter
water main with accessories).
BACKGROUND:
The Eagle Point Water Plant provides the City with its potable water through the City's.
Water Distribution System. Currently the South Technology Park only has one feeder main
for their water supply. This project provided a partial second main feeder line to the current
properties in the City limits (Key West Area) & South Technology Park including County
properties that are adjacent to City limits with the opportunity to connect to City Water
service when annexed into the City of Dubuque. Location of this water main project is on
Highway 61/151 from the current terminus at Gateway Drive to the current terminus near
10784 HWY 61 (Air Line Motel).
DISCUSSION:
The Highway 61 / 151 South Water Main Extension Project was completed by McClain
Excavating Company Inc. of Peosta, Iowa in the final contract amount of $117,084.26,
which is 1.02% increase from the original contract in the amount of $115,908.45.
RECOMMENDATION:
July 16, 2010
I recommend that the City Council accept the improvements and authorize payment of
the contract amount of $117,084.26 to McClain Excavating Company Inc. of Peosta,
Iowa for the Highway 61 / 151 South Water Main Extension Project.

ACCEPTING THE HIGHWAY 61/151 SOUTH WATER MAIN EXTENSION PROJECT
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Highway 61 / 151 South
Water Main Extension Project (the project) has been completed and the City's
Consultant Engineer, IIW Engineering & Surveying Inc. (the engineer) of Dubuque,
Iowa has examined the work and filed a certificate stating the Project has been
completed according to the terms of the Public Improvement Contract and that the
Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the Engineer is approved and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Highway 61 / 151 South Water Main Extension Project appropriations for the
contract amount of $117,084.26 Tess any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.
