Van Milligen, City Manager SUBJECT: IA 32 and Asbury Road Turn Lane Improvements (Iowa DOT Project No. STP -32- 1(30)-- 2C -31) (CIPs 2501815, 3002029) DATE: July 21, 2010 Sealed bids were received by the Iowa Department of Transportation for the IA 32 and Asbury Road Turn Lane Improvements Project. City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Eastern Iowa Excavating and Concrete, LLC, in the amount of $410,312.15, which is 21.09% under the engineer's estimate of probable cost. The Iowa Department of Transportation deleted the bid item related to pavement markings since there is a nationwide material shortage. If the pavement material becomes available during the project construction, the cost of this item will be added to the project. I concur with the recommendation and respectfully request Mayor and City Council approval. Total Bid $410,312.15 $463,952.80 $500,160.90 Dubuque Al- America clly 11 11 1' 2007 DATE: July 21, 2010 INTRODUCTION The enclosed resolution authorizes the award of the IA 32 and Asbury Road Turn Lane Improvements Project, Iowa DOT Project No. STP -32- 1(30)-- 2C -31. The IA 32 and Asbury Road Turn Lane Improvements Project will provide for the following at the Asbury Road and IA 32 intersection: — Southbound dual left -turn lane construction: Existing pavement removal; and replacement with HMA along with PCC curb and gutter installation. — Northbound PCC dual left -turn lane construction: PCC median; PCC sidewalks; fl- inch surface course on the entire southbound corridor from access road north of Asbury to Holliday Drive; pavement marking. This project completes the left -turn lane construction and roadway paving component of the widening contract at this intersection which is already under construction. Traffic on the Northwest Arterial will be reduced to one lane in each direction in the vicinity of Asbury Road with a right- and left -turn lane provided at the Asbury Road intersection. The Iowa Department of Transportation (Iowa DOT) received the following bids for the IA 32 and Asbury Road Turn Lane Improvements Project, Iowa DOT Project No. STP - 32- 1(30)- -2C -31 on July 20, 2010. This bid is 21.09% under the engineer's estimate of probable cost. The Iowa DOT deleted the bid item related to pavement markings since there is a nationwide material shortage. If the pavement material becomes available during the project construction, the cost of this item will be added to the project. This project has a start date of August 23, 2010 with a contract completion date of October 8, 2010 (approximately 30 working days). RECOMMENDATION I recommend that the contract for the IA 32 and Asbury Road Turn Lane Improvements Project, Iowa DOT Project No. STP -32- 1(30)- -2C -31 be awarded to Eastern Iowa Excavating and Concrete, LLC of Cascade, Iowa, in the amount of $410,312.15, subject to Iowa DOT approval. STP- 32- 1(30)- -2C -31 Whereas, sealed proposals have been submitted by contractors for the IA 32 and Asbury Road Turn Lane Improvements Project - Iowa DOT Project No. STP- 32- 1(30)- 2C-31 (the Project) pursuant to Resolution No. 208 -10 and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 25 day of June, 2010. Whereas, said sealed proposals were opened and read by the Iowa Department of Transportation on the 20 day of July, 2010 and it has been determined that Eastern Iowa Excavating and Concrete, LLC of Cascade, Iowa, with a bid in the amount of $410,312.15, is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Eastern Iowa Excavating and Concrete, LLC, subject to the concurrence by Iowa Department of Transportation (Iowa DOT), and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
