Sealed bids were received for the Central Avenue Water Main (21 — 32 Street)
Project. City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, Drew Cook & Sons Excavating Co. Inc., in the amount of $492,512.00, which is
12.07% under the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution authorizes the award of the construction contract for the
Central Avenue Water Main (21 - 32 Street) Project.
DISCUSSION
The Central Avenue Water Main (21 - 32 Street) Project will involve the replacement
of fire hydrants, valves, tees, lead services and water service stop boxes connected to
lead services.
- Replacement of 9 fire hydrants, 36 water valves, 21 tees, 2,865 feet of existing
lead service lines with 3 / -inch copper and 104 water service stop boxes.
- Replacement of 1,686 square yards of existing pavement.
All 3 / -inch copper service, water service stop boxes and related items to reconstruct the
roadway will be assessed to the property owners with lead services.
Sealed bids were received on the project on July 27, 2010. Drew Cook & Sons
Excavating Co., Inc. of Dubuque, Iowa, submitted the low bid in the amount of
$492,512.00. This amount is 12.07% under the estimate of probable cost. A summary
of the bid proposals received is as follows:
RECOMMENDATION
I recommend that the contract be awarded to Drew Cook & Sons Excavating Co., Inc. in
the amount of $492,512.00.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE CENTRAL AVENUE
WATER MAIN (21 — 32 STREET) PROJECT
Whereas, sealed proposals have been submitted by contractors for the Central
Avenue Water Main (21 — 32 Street) Project (the Project) pursuant to Resolution No.
266 -10 and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 9 day of July, 2010.
Whereas, said sealed proposals were opened and read on the 27 day of July,
2010, and it has been determined that Drew Cook & Sons Excavating Co., Inc., with a
bid in the amount of $492,512.00, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Drew
Cook & Sons Excavating Co., Inc. and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
