You and each of you are hereby notified that the City Development Board will, pursuant to Iowa Code
Section 368.7, reconsider the above captioned matter at its regular meeting at 1:00 p.m. on August 11, 2010,
in the 1CN Conference Room, Iowa Department of Economic Development, 200 East Grand Avenue, Des
Moines, Iowa. If you would like to participate in the meeting via teleconference, please dial the toll free

be connected to the meeting. A copy of a map and legal description of the annexation territory is enclosed.
This proposal includes some land without the consent of the owners. On or about
May 17, 2010, the Board approved this proposal, issuing a Findings of Fact and Conclusions of Law and
Determination. However, following said approval, the Dubuque County Assessor raised issues regarding
the legal description of the territory included within the proposal. The Board will, therefore, review the
issues raised by the Dubuque County Assessor and may, in its discretion, issue an Amended and
Substituted Findings of Fact and Conclusions of Law and Determination or may take any other such action
as appropriate. In reconsidering this matter, the Board may take notice of public documents or other
evidence and shall give any interested party an opportunity to present evidence or comment orally or in
