Pursuant to Resolution No. 51-73, an application was submitted on June 15,
1973 to the American Revolution Bicentennial Commission through the appro-
priate state agency for the designation of the City of Dubuque as a Bicenten-
nial Community. A copy of this document is enclosed for inclusion in the
official records of the City of Dubuque.
This request for recognition is based upon the historical heritage of this
area; Dubuqueland's involvement, though perhaps somewhat remote, to the
American Revolution; and the several following activities presently under way
and dedicated to the occasion of the observance and commemoration of the
founding of the United States of America.

A number of other appropriate activities and projects are to be developed for
1976 by the newly incorporated Dubuque County Iowa American Revolution
Bicentennial Commission.
Copies of this application have been provided Congressman John C. Culver
and Senators Richard Clark and Harold Hughes.

Last Friday, June 15, the enclosed application was submitted
requesting a Bicentennial Community Designation for Dubuque.
A copy of the cover letter to City Council is enclosed.
The architect for Five Flags has submitted the enclosed draft of
space requirements from which he is to establish a budget, priori-
ties and a production schedule. Dick Slattery has been the key
person in developing and gathering this material.
The enclosed letter from the Department of Interior describes spe-
cial bicentennial funds for straight historic preservation activi-
ties. We are putting together an application to fund the restora-
tion of the Orpheum Theatre. Other Dubuque structures on the
National Register may also be submitted for this purpose. Dubuque
may be the only Iowa Community recognized for this special fund-
ing. New projects such as parks, the Food Fair, and the Living
History farm are not eligible.
The Lott property adjacent to the grave is still under considera-
tion as a bicentennial project. Adrian Anderson's activities have
been transferred by law to the State Conservation People. This
gives this park proposition some stature. Adrian is the State His-
toric Liaison Officer. Dr. Dean Stratton, an anthropologist from
the defunct Parsons College, has been retained for 30 days to do
exploratory work on the land at $30 per day plus $500 expenses.

This will be funded locally by donations funneled through the His-
torical Society to Adrian Anderson to Dr. Stratton. The Executive
Committee to a person voted down any connection of the Mines of
Spain project to the Five Flags Project. A copy of some corres-
pondence on this Area is enclosed.
We also enclose a copy of a letter signed by our Mayor addressed
to the Mayor of St, Louis, This letter we anticipate will be deliv-
ered via the Mississippi River.
