,ENDORSING THE FIVE FLAGS CENTER PROJECT
WHEREAS, Dubuque has had a desire and need for a Civic Center for many years,
demonstrated as far back as 1938 when a bond issue was passed by a majority of the
voters, only to be upset by unavailability of a Federal matching grant; and
WHEREAS, two studies by Real Estate Research Corporation of Chicago determined
that: (1) the Dubuque area needs a Civic Center, (2) the Orpheum Theatre and adjacent
area is an excellent location; (3) an exhibition hall -theater combination is the right type
of facility for a city of this size; and (4) such a facility could be self-supporting; and
WHEREAS, the Orpheum Theatre and proposed new public use and exhibit facility
allows us to achieve a Civic Center for approximately one-half of the cost of a complete-
ly new facility; and
WHEREAS, Dubuque increasingly realizes the need to retain and enhance its arch-
itectural and historic heritage; and
WHEREAS, the proposed Five Flags Civic Center project is an excellent example
of the concept "private funds in the public domain" with the great majority of the capital
funds coming from the private sector of the economy; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA:
SECTION 1. That the City Council strongly endorses the proposed Five Flags Civic
Center and recommends it to the entire community as worthy of its support to provide a
facility which will encourage the cultural and citizen participation potential of the com-
munity and surrounding area to match and balance the current industrial, commercial, aca-
demic and economic growth of the Dubuque Metropolitan area.
SECTION 2. That the City Council furthermore approves the preparation of appli-
cations for historic registration and for a Federal historical restoration grant.
SECTION 3. That the City of Dubuque is grateful for the monies pledged by the
community and the hard work expended to bring the project to fruition.
SECTION 4. That the City Council will accept the facility for the use and benefit
of all of the citizens of Dubuque at the appropriate time.
