TEAM CONCEPT OF CONSTRUCTION MANAGEMENT
DEFINITION:
Construction Management is a method of construction by which the Owner appreciates cost
savings, shortened duration, improved quality, and at the same time, is provided with total
knowledge and accountability of his project. Con Co -or, Inc.. acts as an Agent to the Owner,
serving totally in his best interests. The service of a General Contractor is no longer
required. In effect, the Owner becomes his own General Contractor with our Firm performing
for the Owner all of the tasks traditionally the responsibility of the General Contractor.
The role of the Architect is not altered, but complemented by Construction Management.
PROPOSITION:
The purpose of our Construction Management service is to make available to our Clients
the construction knowledge and talent of our Firm in the area of Cost and Duration.
APPLICATION:
Con Co -or, Inc. offers a total Construction Management service from the Conceptual Phase
through the Construction and Guarantee Phase. The overall responsibility and coordination
of each project is assigned to a qualified Project Manager. Our Pre -Planning service, which
is the first of our many services, offers our Clients assistance in determining building
needs and establishing a realistic budget. We also assist the Owner in evaluation employ-
ment of Architects and Engineers. Pre -Planning may not apply to School Districts who have
already approved their bond issue and retained the services of an Architect and/or Engineer.
All the other services of our Firm, however, are available irrespective of the degree of
completion of the plans and specifications.
The initial service in reference to the actual plans is our Value Engineering. We make
recommendations to reduce costs without sacrificing quality. Value Engineering is performed
extensively during both the Schematic and Preliminary Plan Phases. A manually prepared
detail cost estimate is prepared from the preliminary plans for each division of work. It
serves to provide cost control of the design at the early stages. When our Client says
"This is the plan I want, and this is the cost I want to pay", then and only then does the
Architect proceed with the working drawings. Incidentally, the bids received on over 60
bid projects to date have never exceeded our estimates. Both the Engineering & Construction
Critical Path Schedules are prepared to provide work tasks continuity.

The Instructions to Bidders is prepared from the Architect's working drawings to identify
specific contractor responsibility. It is the intent of this document to identify the con-
tractual obligation of contractors and suppliers who are directly performing on the project.
A significant cost savings results with our method because we are eliminating duplicate and
triplicate overhead and profit margins the conventional sub to sub to general relationship
encourages. No sales taxes are required on direct material purchases by the Owner.
Drawing completion priorities are identified so that phase bidding (Fast Tracking - starting
construction before plans are completed) can start. This greatly reduces the duration of a
project. Our generating of contractor bidding activity plays an important part and is one
of the main reasons for the remarkable bidding record we have achieved. The contractors
automatically bid more competitively when dealing direct with a School District. Another
reason is all bids are publicly opened and read aloud which encourages greater competitive
bidding. The estimate is used at this time as a comparison against proposals received to
assure accuracy in bidding. All bids are summarized and joint award recommendations are
made to the School Board by both the Architect and Con Co -or, Inc. Individual contracts
are then prepared for all work to be performed on the project.
During the Construction Phase, full-time experienced qualified supervision is assigned to
the project by Con Co -or, Inc. The development of the site is a unique responsibility of
our field superintendent as well as the coordination of all field activities.. The general
conditions, construction trailer, sanitary facilities, phone, etc. are coordinated through
him. The calling of all contractor meetings and the recording of as built drawings are
also the responsibility of our field supervision. Improved quality of construction is a
definite advantage of Construction Management. Our Firm acting as an Agent for the Owner
builds quality into your building. We are not there as a General Contractor would be -
looking for ways to cut corners to increase his profit. The Construction Manager also is
responsible to the Owner to coordinate contractors efforts when called back to correct work
under warranty during the Guarantee Period.
Con Co -or, Inc. performs all of our services for a lump sum fee, not a percentage agreement
which amounts to a direct conflict of interest.
QUALIFICATIONS:
Construction Coordinators, Inc. (Con Co -or, Inc.) is the originator of the Team Concept of
Construction Management in Michigan for publicly funded projects. We are the first Construc-
tion Management Firm to have constructed a School in that State. We are into our fifth year
of operation and in the process of completing our 61st bidding project. We currently have
over $51 Millions of construction in process. Our Firm is the first and only independent
Construction Management Firm in Michigan. We are not affiliated with an architectural or
construction firm in any way, and as such, can serve our Clients without conflicts of
interest. We are the first and only firm to have obtained a "Construction Management"
Performance Bond in accordance with Michigan's Municipal Finance Commission's Policy. We
are the first and only Firm anywhere to have obtained "Construction Management" Professional
Liability (Errors & Omissions) Insurance. The 10 to 20% cost savings (which is over and
above our fee) is the highest achieved by any other Construction Management Firm. Construction
Coordinators, Inc.'s (Con Co -or, Inc.'s) total commitment to our Clients is the reason our
Firm's "Lowest Cost for Highest Quality" achievement have been so outstanding. Our philosophy

The Board of Education of the Holt Public Schools sought a
Construction Manager to assist us in the construction of a $3,400,000
Middle School.
Construction Coordinators, Inc., of East Detroit was selected
as the Construction Manager after an extensive search of available firms.
We were assisted in this search by an expert in school building
construction - Mr. Al. Buechner, who formerly headed the School Plant
Planning Division of the Wisconsin Department of Public Instruction for
forty-one years.
Construction Coordinators, Inc., joined us at a point in our
planning in which the Architectural firm was proposing that a square
foot cost of $34.00 to construct the building and a facility of approximately
60,000 sq. ft, could be built within the budget available.
With the assistance of the Construction Management firm, the Board
of Education instructed the Architect to plan a facility for $30.00 and 87,000
sq. ft.
A long story made short, is that the building, now under construction,
is being built for less than the $30.00 anticipated and has approximately
100,000 sq. ft. Its quality and design are comparable to any I have previously
built.

Construction Management has been most valuable to this School District
in the early phases of planning. The indepth work of the Construction Manage-
ment firm in value engineering and facility layout, is in my judgement, critical
to achieving a total result from the Construction Management concept.
We are presently in the construction phase of the building. The work is
on schedule and well coordinated. I am especially impressed with the full-time
supervision of the construction phase available under the Construction Management
concept.
Obviously, the Construction Management concept, where the Construction
Management is a separate entity from the Architectural firm, (which, in my
estimation, is the only justifiable and accountable method of utilizing Construction
Management) is a potential source of conflict with the Architect's office.
Construction Coordinators Inc., were very professional and effective
in carefully confronting the conflict to keep a team relationship with the
Architect.
They confronted the Architect's cost parameters, design and engineering
methods, but were successful in gaining commitment to their ideas and still
"keeping the peace."
I am convinced that the Construction Management concept indepen,bnt of
the Architectural firm is the only justifiable and accountable (to taxpayers) way
to build a school building.
I could elaborate on the critical issues, such as cost savings and value
engineering, but space does not allow me to do so. Please be assured that
records do exist which document these important results of utilizing the Con-
struction Management concept. I would be happy to share the information we
have available to support my statements.
I have been involved in a number of large school construction projects
with the traditional General Contractor concept. This concept is more work
for the owner, however, it results in savings and functional design which far
exceed the time commitment necessary to be a part of the team concept under
Construction Management.

library.
The Holt Board of
Education last night
awarded bids in the amount
of $1,668,662 . They included
such major contracts as
concrete, carpentry, roof
construction, flooring,
electrical, plumbing and air
distribution.
. Dr. Donald Shebuski,
superintendent of schools,
said, "Based on our
estimates that phase of the
project is about $300,000
ahead at this point. This
includes the acceptance of
all the alternates."
These include a larger
gym, an acoustical deck and
folding partitions in the gym,
terrazzo in the corridors, a
vaulted ceiling in the library
and a security system in the
building.
At this point the size of the
building is close to 100,00o
square feet. A year ago the
architect had told the board
that with the money alloted
the building would be 55,000
square feet.
Shebuski is enthusiastic
about the construction
management approach to
the building which has
realized these savings.
There is one phase left in
the bidding. This includes
carpeting, furniture,
bleachers and other gym
equipment.
Bids were also opened
yesterday on the sewer for
the school. The township will
pay for the lift station and
the school will pay for the
balance of the project. These
have been turned over to the
township engineer for studv.
At the site, the steel is to be
delivered today and the
footings will be poured later
this week.
In other action the board
last night turned down the
request of the Lansing
Capitals to play their football
games on the Holt High
school field. This is con-
sistent with previous
decisions by the board to not
allow outside teams to use
the field.

I have just received the bid study for the Career Prep Center prepared
by Construction Coordinators, Inc. I am pleased to see that under
your leadership your people, in conjunction with St. Cyr Architect and
Associates and Construction Coordinators, Inc., have in fact held to
the original building estimate established a year and a half ago.
I feel that congratulations are in order, since the bids as received
reflect a cost savings of 20 percent on your building based on state-
wide averages. As you know, traditionally, the cost of construction
in the urban setting has exceeded out -state costs by 10 to 15 percent.
Therefore, it is my opinion that in actuality Warren Consolidated
School District has reduced the cost of the Career Prep Center by ap-
proximately 30 percent, thus providing the type of stewardship of
taxpayers' dollars which I am sure the constituents of Warren Consol-
idated Schools desire.

The Fulton Board of Education and Administration decided to take the
Construction Management route because the Superintendent on two previous
instances of school construction had encountered increasing costs through
the General Contractor system. In fact on the two previous occasions
there wasn't sufficient monies available to properly equip the school
with furniture and other supplies because additional costs were added as
the work progressed.
Construction Management guaranteed that a facility of equal capacity
and quality could be constructed for approximately 10% less than through
the conventional methods of General Contracting.
The Construction Management group whose official name is the Con-
struction Coordinators of East Detroit is a group of men who are experienced
in their work. They are men who have had a number of years of experience
as contractors and architects. They have learned through experience and
realize the necessity of satisfying their clients, as in order to be
successful you must have a happy and satisfied customer.
In order for Construction Management to be successful you must
acquire a number of subcontractors to contract on the various phases of
the work. This is the main concept of construction management whereby
you entice many contractors to bid on the various trades. This we were
able to accomplish. They made numerous calls to interested contractors
and thus we had more bidders on the project than we would ordinarily have
had if it would have been constructed under ordinary conditions.
Our architect estimated that the cost per sq. ft. of construction
would cost us around $32.00 to $34.00. Through the efforts of the Construc-
tion Coordinators we were able to construct the Middle School for approx-
imately $26.89 per sq. ft., which was a considerable saving for the district.
During these inflationary times it is of utmost importance to build
school facilities whenever savings of this proportion can be nade.

TEAM CONCEPT OF CONSTRUCTION MANAGEMENT
Construction Management is a method of construction by which the Owner appreciates cost
savings, shortened duration, improved quality, and at the same time, is provided with total
knowledge and accountability of his project. Con Co -or, Inc. acts as an Agent to the Owner,
serving totally in his best interests. The service of a General Contractor is no longer
required. In effect, the Owner becomes his own General Contractor with our Firm performing
for the Owner all of the tasks traditionally the responsibility of the General Contractor.
The role of the Architect is not altered, but complemented by Construction Management.
PROPOSITION:
The purpose of our Construction Management service is to make available to our Clients
the construction knowledge and talent of our Firm in the area of Cost and Duration.
APPLICATION:
Con Co -or, Inc. offers a total Construction Management service from the Conceptual Phase
through the Construction and Guarantee Phase. The overall responsibility and coordination
of each project is assigned to a qualified Project Manager. Our Pre -Planning service, which
is the first of our many services, offers our Clients assistance in determining building
needs and establishing a realistic budget. We also assist the Owner in evaluation employ-
ment of Architects and Engineers. Pre -Planning may not apply to School Districts who have
already approved their bond issue and retained the services of an Architect and/or Engineer.
All the other services of our Firm, however, are available irrespective of the degree of
completion of the plans and specifications.
The initial service in reference to the actual plans is our Value Engineering. We make
recommendations to reduce costs without sacrificing quality. Value Engineering is performed
extensively during both the Schematic and Preliminary Plan Phases. A manually prepared
detail cost estimate is prepared from the preliminary plans for each division of work. It
serves to provide cost control of the design at the early stages. When our Client says
"This is the plan I want, and this is the cost I want to pay", then and only then does the
Architect proceed with the working drawings. Incidentally, the bids received on over 60
bid projects to date have never exceeded our estimates. Both the Engineering & Construction
Critical Path Schedules are prepared to provide work tasks continuity.

The Instructions to Bidders is prepared from the Architect's working drawings to identify
specific contractor responsibility. It is the intent of this document to identify the con-
tractual obligation of contractors and suppliers who are directly performing on the project.
A significant cost savings results with our method because we are eliminating duplicate and
triplicate overhead and profit margins the conventional sub to sub to .general relationship
encourages. No sales taxes are required on direct material purchases bytheOwner.
Drawing completion priorities are identified so that phase bidding (Fast Tracking - starting
construction before plans are completed) can start. This greatly reduces the duration of a
project. Our generating of contractor bidding activity plays an important part and is one
of the main reasons for the remarkable bidding record we have achieved. The contractors
automatically bid more competitively when dealing direct with a School District. Another
reason is all bids are publicly opened and read aloud which encourages greater competitive
bidding. The estimate is used at this time as a comparison against proposals received to
assure accuracy in bidding. All bids are summarized and joint award recommendations are
made to the School Board by both the Architect and Con Co -or, Inc. Individual contracts
are then preparedforall work to be performed on the project.
During the Construction Phase, full-time experienced qualified supervision is assigned to
the project by Con Co -or, Inc. The development of the site is a unique responsibility of
our field superintendent as well as the coordination of all field activities. The general
conditions, construction trailer, sanitary facilities, phone, etc. are coordinated through
him. The calling of all contractor meetings and the recording of as built drawings are
also the responsibility of our field supervision. Improved quality of construction is a
definite advantage of Construction Management. Our Firm acting as an Agent for the Owner
builds quality into your building. We are not there as a General Contractor would be -
looking for ways to cut corners to increase his profit. The Construction Manager also is
responsible to the Owner to coordinate contractors efforts when called back to correct work
under warranty during the Guarantee Period.
Con Co -or, Inc. performs all of our services for a lump sum fee, not a percentage agreement
which amounts to a direct conflict of. interest.
QUALIFICATIONS:
Construction Coordinators, Inc. (Con Co -or, Inc.) is the originator of the Team Concept of
Construction Management in Michigan for publicly funded projects. We are the first Construc-
tion Management Firm to have constructed a School in that State. We are into our fifth year
of operation and in the process of completing our 61st bidding project. We currently have
over $51 Millions of construction in process. Our Firm is the first and only independent
Construction Management Firm in Michigan. We are not affiliated with an architectural or
construction firm in any way, and as such, can serve our Clients without conflicts of
interest. We are the first and only firm to have obtained a "Construction Management"
Performance Bond in accordance with Michigan's Municipal Finance Commission's Policy. We
are the first and only Firm anywhere to have obtained "Construction Management" Professional
Liability (Errors & Omissions) Insurance. The 10 to 20% cost savings (which is over and
above our fee) is the highest achieved by any other Construction Management Firm. Constructior

The Board of Education of the Holt Public Schools sought a
Construction Manager to assist us in the construction of a $3,400,000
Middle School.
Construction Coordinators, Inc„ of East Detroit was selected
as the Construction Manager after an extensive search of available firms.
We were assisted in this search by an expert in school building
construction - Mr. Al. Buechner, who formerly headed the School Plant
Planning Division of the Wisconsin Department of Public Instruction for
forty-one years.
Construction Coordinators, Inc., joined us at a point in our
planning in which the Architectural firm was proposing that a square
foot cost of $34.00 to construct the building and a facility of approximately
60,000 sq. ft. could be built within the budget available.
With the assistance of the Construction Management firm, the Board
of Education instructed the Architect to plan a facility for $30.00 and 87,000
sq. ft.
A long story made short, is that the building, now under construction,
is being built for less than the $30.00 anticipated and has approximately
100,000 sq. ft. Its quality and design are comparable to any I have previously
built.

Construction Management has been most valuable to this School District
in the early phases of planning. The indepth work of the Construction Manage-
ment firm in value engineering and facility layout, is in my judgement, critical
to achieving a total result from the Construction Management concept.
We are presently in the construction phase of the building. The work is
on schedule and well coordinated. I am especially impressed with the full-time
supervision of the construction phase available under the Construction Management
c oncept.
Obviously, the Construction Management concept, where the Construction
Management is a separate entity from the Architectural firm, (which, in my
estimation, is the only justifiable and accountable method of utilizing Construction
Management) is a potential source of conflict with the Architect's office.
Construction Coordinators Inc., were very professional and effective
in carefully confronting the conflict to keep a team relationship with the
Architect.
They confronted the Architect's cost parameters, design and engineering
methods, but were successful in gaining commitment to their ideas and still
"keeping the peace."
I am convinced that the Construction Management concept independent of
the Architectural firm is the only justifiable and accountable (to taxpayers) way
to build a school building.
I could elaborate on the critical issues, such as cost savings and value
engineering, but space does not allow me to do so. Please be assured that
records do exist which document these important results of utilizing the Con-
struction Management concept. I would be happy to share the information we
have available to support my statements.
I have been involved in a number of large school construction projects
with the traditional General Contractor concept. This concept is more work
for the owner, however, it results in savings and functional design which far
exceed the time commitment necessary to he a part of the team concept under
Construction Management.

over the past two years. Everything that was told to the Hemlock
Board of Education and myself by Carl Tropf and Bud Decker prior

have constructed everything we started out to do plus additional
square footage and other smaller projects that were developed
along the way to my complete satisfaction. Our relationship
with Construction Coordinators has been excellent. During this
period of time, all of our projects came in well below the cost
estimates supplied by Construction Coordinators, especially
those supplied by the architect.

$300,000 left for remodeling
at the Holt High school
library.
The Holt Board of
Education last night
awarded bids in the amount
of $1,668,662 . They included
such major contracts as
concrete, carpentry, roof
construction, flooring,
electrical, plumbing and air
distribution.
. Dr. Donald Shebuski,
superintendent of schools,
said, "Based on our
estimates that phase of the
project is about $300,000
ahead at this point. This
includes the acceptance of
all the alternates.'
These include a larger
gym, an acoustical deck and
folding partitions in the gym,
terrazzo in the corridors, a
vaulted ceiling in the library
and a security system in the
building.
At this point the size of the
building is close to 100,000
square feet. A year ago the
architect had told the board
that with the money alloted
the building would be 55,000
square feet.
Shebuski is enthusiastic
about the construction
management approach to
the building which has
realized these savings.
There is one phase left in
the bidding. This includes
carpeting, furniture,
bleachers and other gym
equipment.
Bids were also opened
yesterday on the sewer for
the school. The township will
pay for the lift station and
the school will pay for the
balance of the project. These
have been turned over to the
township engineer for study.
At the site, the steel is to be
delivered today and the
footings will be poured later
this week.
In other action the board
last night turned down the
request of the Lansing
Capitals to play their football
games on the Holt High
school field. This is con-
sistent with previous
decisions by the board to not
allow outside teams to use
the field.

I have just received the bid study for the Career Prep Center prepared
by Construction Coordinators, Inc. I am pleased to see that under
your leadership your people, in conjunction with St. Cyr Architect and
Associates and Construction Coordinators, Inc., have in fact held to
the original building estimate established a year and a half ago.
I feel that congratulations are in order, since the bids as received
reflect a cost savings of 20 percent on your building based on state-
wide averages. As you know, traditionally, the cost of construction
in the urban setting has exceeded out -state costs by 10 to 15 percent.
Therefore, it is my opinion that in actuality Warren Consolidated
School District has reduced the cost of the Career Prep Center by ap-
proximately 30 percent, thus providing the type of stewardship of
taxpayers' dollars which I am sure the constituents of Warren Consol-
idated Schools desire.

The Fulton Board of Education and Administration decided to take the
Construction Management route because the Superintendent on two previous
instances of school construction had encountered increasing costs through
the General Contractor system. In fact on the two previous occasions
there wasn't sufficient monies available to properly equip the school
with furniture and other supplies because additional costs were added as
the work progressed.
Construction Management guaranteed that a facility of equal capacity
and quality could be constructed for approximately 10% less than through
the conventional methods of General Contracting.
The Construction Management group whose official name is the con-
struction Coordinators of East Detroit is a group of men who are experienced
in their work. They are men who have had a number of years of experience
as contractors and architects. They have learned through experience and
realize the necessity of satisfying their clients, as in order to be
successful you must have a happy and satisfied customer.
In order for Construction Management to be successful you must
acquire a number of subcontractors to contract on the various phases of
the work. This is the main concept of construction management whereby
you entice mane contractors to bid on the various trades. This we were
able to accomplish. They made numerous calls to interested contractors
and thus we had more bidders on the project than we would ordinarily have
had if it would have been constructed under ordinary conditions.
Our architect estimated that the cost per sq. ft. of construction
would cost us around $32.00 to $34.00. Through the efforts of the Construc-
tion Coordinators we were able to construct the Middle School for approx-
imately $26.89 per sq. ft., which was a considerable saving for the district.
During these inflationary times it is of utmost importance to build
school facilities whenever savings of this proportion can be made.
