Dear Mr. Nig:
Pursuant to the Five Flags Civic Center Commission's request, I
have enclosed a copy of our Fee Computation discussed with the
Commission September 13. There have been some revisions based
on our discussions at that meeting. They include the following:
1. We have attempted to reflect the differences in the complexity
of the project by breaking down the various parts. For instance,
we have indicated a normal 6% Fee for the more open and con-
ventional parts of the project, while reflecting the more complex
areas necessitating greater work at a higher fee (incidently, this
follows a normal procedure for additions to existing buildings).
2. We have drawn a distinction between what I will call attached
building equipment and moveable equipment. I have not applied
a fee on the moveable equipment, i, e. ice surfacer, bleachers,
removeable basket floor and removeable ice floor cover, and
miscellaneous equipment. The rationale being that management
or the City of Dubuque would purchase these direct.
3. I have identified the special consultants and reimbursable expenses
separately. These could be contracted for separately if in the
interest of the City, but I would recommend they be under our
control so we can oversee their work and coordinate it.
4. Our discussion Monday led me to believe the Commission is
interested in proceeding essentially with the Schematic Design
as presented to the voters. I chatted with Al Lundh on Tuesday,
and he confirmed my impression. If that is the case, I believe it
would be fair to apply an additional credit for the work all ready
executed. I had earlier suggested that the $12, 000 Feasibility
Fee be applied, and would further suggest an additional $8, 000 be
credited (or a total of $20, 000) toward the total A/E Fee. I have
reflected that credit in my computation.
