About the only change we could make would be to have 4th between Main
and Iowa Streets two-way. This change, however, doesn't benefit the
Five Flags substantially, and we would not really recommend implementing
this change.
We therefore should proceed with the drop-off designs utilizing the present
traffic flow patterns.
