Dear Bill:
Thank you for your letter discussing the Association's procedures
and participation potential. As I mentioned to you on the telephone.
I am very interested in having a team of civic center managers
consult with us and our client, the Five Flags Civic Center Com-
mission, on this Project.
I have enclosed several pieces describing the facility. They include
A Description, Concept, Program of Events and Activities and
Proposed Capacities, Program Net Areas, Building Areas By Level,
and a Preliminary Cost Estimate. We also have the schematic
design plans and model, which were used to promote and pass the
Referendum. 'A'u have outlined a very aggressive Time Schedule,
and Scope of Services, which I have included for your reference.
The selection of the panel team is extremely important. I would
like to talk to you, personally, on the telephone about some
following points: of the
1. This facility is an in town, downtown civic center located
on a pedestrian plaza. v
Z. The site is extremely tight, and will depend on parking pro-
vided by nearby City parking areas and ramps, and tong
range expansion plans. No parking is provided on the im-
mediate site.
3. fhe new gallery, convention rooms, multi -use auditorium,
and support facilities will be an addition to an existing 1910
theatre recently restored and seating 750-1000.
4. The Budget, although we feel adequate, is, of course, fixed
by the amount the City felt they could pass by referendum.
They did quite an effective job in selling the voters.

5. The City of Dubuque will be the Owner and Manager of the
total facility. The Five Flags Civic Center Commission
(also Building Committee) will, undoubtedly, be asked
either to run the facility or recommend how it could be
operated. This facility, being the first of its kind in
Dubuque, will require management advise and hard-core
data to ensure it getting off on the right foot.
The Commission has asked that your contract be administered through
our office. Any data and correspondence would be handled then by
our office. Based on our earlier discussions, I have included a budget
figure between 4 and W5, 000 for the type of service you outline. Could
you please review the material I have enclosed and call me at your
earliest convenience. I would hope we could select a team on or before
October 4, and get underway.
