Dear Mr. Bowen:
This letter is in response to your September 24th letter and in confirmation
of our October 4th telephone call.
The IAAM is most pleased to be able to assist you, your firm, and the city of
Dubuque in the planning and construction of Five Flags Civic Center. The des-
cription of the project and the services requested in your September 24th letter
indicate that an IAAM New Building Consulting Board two -man panel making two
visits to the site would provide the assistance and help requested. The cost
of these services of the NBCB would be $5,000 and has been tailored to be within
your budget. This amount covers consulting fees, travel time, and expenses of
two visits plus the preparation and submission of reports on the two visits as
requested by you. The normal procedure is for 50% of the fee to be paid in
advance of the first visit and the balance immediately prior to the last visit.
Should local ordinances have special purchasing procedures, the IAAM will, of
course, comply, providing there is evidence of commitment by the community or
its agents for IAAM New Building Consulting Board services.
We are fortunate to have obtained Joe Sturckler, a 17-year IAAM member, to serve
as Chairman of the panel. Joe Sturckler is Manager of the Duluth Arena Audi-
torium. He has been with the facility since 1964 and was in charge of the
construction of the 7,000 seat arena, 2,400 seat auditorium, and 22,000 square
foot exhibit hall in the initial facility. He was responsible for establishing
the operating policies, initial bookings, and the opening of the building.
Recently, he supervised a 75,000 square foot addition to the facility. Prior
to his management experience in Duluth, Joe Sturckler was in Spokane, Washing-
ton and served with a major national concessions firm.
Joe has served on previous New Building Consulting Board panels. The second
panelist will be selected upon Joe's recommendation and, of course, your appro-
val, in the immediate future.
