Re: Five Flags Civic Center

Dear Ed:
A bond referendum was recently passed for the construction of the
proposed Civic Center in Dubuque. We have talked about this project
with you from time to time over the last three years. There have,
of course, been items added and deleted over the life of the concept
design.
We are now in the process of reviewing the schematic design before
beginning the design development documents and finally the contract
documents. The Owner has agreed to retaining a special cost esti-
mating quantity survey estimator -to assist us in monitoring the cost
of the project to assure its being on the target budget at bid time.
Could you work within an up set maximum fee frame work of $4000 -
$5000 for the following consultation. This would include all construc-
tion including mechanical and electrical.
1. Assist in evaluation of the budget developed based on the schematic
design to date.
2. Advise on relative costs of systems considered for inclusion in
the design development documents.
3. Prepare a detailed quantity cost estimate at the completion of the
design development documents.
4. Prepare an updated detailed quantity cost estimate at approximately
75% completion of the contract documents.
5. Assist in evaluation of the bids that are received from public bidding.
Could I hear from you as soon as possible. The Owner must approve
our selection and the fee prior to our proceeding. I have enclosed a
COPY of some pertinent background information for your reference.
