Dear Bob:
I have received your letter describing possible services and fees for
the above project. I have also reviewed in broad scope the proposal
and informational letter on the theatre questions with 'Mayne Norman.
I believe the explanations are responsive to the questions raised.
Wayne appreciated receiving a copy of that letter and presented it to
the Five Flags Center Building Committee.
The outline of services as proposed is also well thought out and
appropriate for the type of work. I personally would like to see you
involved on the project. I believe the committee shares this feeling,
although they are awaiting our recommendation. They have now de-
cided to put the responsibility for your work under our contract
(although they reserve the right to approve all of our consultants and
their respective fees).

Dear Ron:
I have reviewed our estimates and proposals for
our services and find that about the only way we could
reduce the figures is to reduce items listed in our
October 6 proposal as follows:
PROPOSAL A
Delete items 1 and 3. Fee for the remaining items is
then 11,510.
The items deleted are two meetings in Dubuque and one
in Madison. If these were added at a later time, the
fees would be:
Dubueue meeting...,,250/day
Madison it ...., 180/day
PROPOSAL B
Delete items 5, 6, and 16. Reduce item 14 to two in-
spections. Fee for the remaining items is J43350.

Dear Mr. Bowen:
:'7e are pleased to submit a proposal to you for our
services as theatre consultants for the new Five Flags
Civic Center.
Our services are divided into three phases:
A. Recommendations for theatre support
spaces in new auditorium.
B. Recommendations, plans and specifi-
cations for theatre eouipments in new
auditorium.
C. Recommendations, plans and specification
for completion of systems and equipment
in existing theatre.
Each phase would include, but not necessarily be
limited to the following:
PHAS, "A" - SUPPORT SPACES
1. Meeting in Dubuque -ith o7^rner, architect, and concerned
l parties to discuss kinds and ^.uantities of theatre type
uses of new auditorium.
2. Provide written recommendations, sketches where feasi-
ble, other pertinent information for following support
spaces:
a) Scenery shop and scenery storage

cifications in new auditorium, for coordination with
stage lighting and rigging systems.
12. Make recommendations for bidding of specialized sys-
tems (stage lighting and rigging).
13. Review shoo drawings.

and contractors as necessary. Four meetings in Du-
bunue are estimated.

15. Pursue installation to completion with contractors,
for lighting and rigging systems.
16. Provide layout and specifications for portable stage
risers.
17. Make miscellaneous recommendations as follows:
a) houselighting system, for theatre type
presentations.
b) follow spotlight locations and associated
equipment.
c) communications systems, for theatre type
presentations.
PHASE "C" - EXISTING FIVE FLAGS THEATRE
18. Provide suggestions and recommendations for seating,
lighting, etc. in upper gallery, if it is to be
opened up and renovated.
19. Provide specifications and necessary drawing to com-
plete stae_e and house lighting system. It is noted
here that the present system is a temporary one which
was severely limited by budget during the renovation
of the theatre. In its present state, it imposes
limitations on the flexibility and use of the theatre.
20. Provide plans and specifications to complete the or-
chestra shell. Since the new concept for the new
auditorium does include use for musical presentation,
an acoustical reflector, or orchestra shell, should
be included. The design would then ar_ticipate its use
in either the theatre or new auditorium.
The Five Flags Theatre does now have the ceiling por-
tions of a shell which were part of the theatre reno-
vation work. However, the Wall units were omitted
from the project for lack of funds. The shell should
be completed now.
21. Review shop drall;ings, make job inspections, provide
punch lists, for the two above items.

These figures include all miscellaneous costs, charges,
expenses, travel, etc. connected with the aforegoing
services.
Not included are extraordinary expenses such as air travel,
or plan and spec reproduction in large ouantity.
If there were to be substantial changes to the Droject
necessitating re -design work, separate proposals would
be provided.
Our billings are normally made monthly, based on time ex-
pended. This, however, can be adjusted to your payment
schedules.
We appreciate this opportunity to present our pro-
posal. If you desire, we will be happy to review it ::rith
you in Madison.
We have enjoyed working with you and the people in
Dubuque, and look forward to a continuing relationship.
