In the best interests of the project, the Five Flags Center Building Committee is recommending to the City Council that the project proceed to the traditional delivery aproach - architect and general contractor. Accordingly, the City Council will be requested to authorize the execution of a contract for archi- tectural services with Mr. Ronald Bowen of Bowen Kanazawa partnership. Sincerely, Gent M.
